Speaking to a meeting of officials of the Hawkeye Bancorporation, a Des Moines-based bank holding company, McCracken said that Reagan's economic plans "have set in motion, for the first time in many years, the possibility of making progress in the fight against inflation." Recently McCracken, a former Iowan who graduated from William Penn College in Oskaloosa, was appointed to Reagan's Council of Economic Advisers. He has served also as an economic adviser to Presidents Nixon and Eisenhower.

McCracken, 65, said Reagan's economic recovery plan depends on four key elements: drastic budget cuts, reductions in personal income tax, a "steady and more moderate" monetary policy and less government regulation. If those things are accomplished, the economy could begin to strengthen within the year.
