Councilman: Let's get tough on junk law By PERRY BEEMAN Register Staff Writer City Councilman Michael McPherson plans to ask the council Monday to strengthen the city's efforts at cleaning up junk by "deputizing" the city's staff. McPherson said the beautification ordinance passed in February by the City Council has helped rid yards of junk, but the effort could be bolstered.

City workers primarily respond to complaints from neighbors. But McPherson wants the staff to look more closely for violations themselves. "I want them to aggressively pursue violations," he said. McPherson represents northeast Des Moines, whose residents have lodged many of the junk complaints. The ordinance generally prohibits the storage of junk cars and other assorted trash in yards.

City Manager Cy Carney recently decided to add a fourth inspector to help deal with a record number of complaints. In the first six months after the measure passed, 1,574 complaints were filed, more than double the number of a similar period last year. On another matter, McPherson said he will ask the Park and Recre ation Board to avoid setting trick-or-treat nights on Wednesdays or Sundays in the future to avoid conflicts with church activities. A number of Des Moines residents complained that this year's Sunday night observance of Halloween interfered with church activities. be at 1 p.m.
