Boersma, 40, died when he was pinned between a tractor and a silage wagon he was trying to attach to it on his farm 2V4 miles west of Hospers, police said. The couple's children, ages 14, 12 and 9, were with relatives Tuesday. "I don't know how a man could be a better father and mother to three children than he was," a friend said.

Hibbs, a re By CHARLES BULLARD Register Staff Writer Residents of Saylor and Delaware townships have agreed to allow the Des Moines Water Works to issue $11.1 million in bonds in return for the utility halting work on water system improvements in the townships. Residents and the Water Works have been warring over $4.2 million in proposed improvements to the water system in the two townships, to be financed by the sale of the bonds. The residents have filed a lawsuit in Polk County District Court to block the bond sale because they oppose the water system improvements and the resulting higher water rates. Saylor and Delaware township residents pay $3.57 per 1,000 gallons. Des Moines residents pay $1.69.

Concessions The two sides filed a document Tuesday in Polk County District Court agreeing to a six-month truce. Both sides made concessions to achieve the cease-fire but each side appeared happy with the compromise. "It is not going to cause us any real big problems because we did not anticipate letting any additional contracts until next spring anyway," Water Works General Manager L. D. McMullen said.

Kathy Accordino, one of the plaintiffs in the lawsuit, claimed victory. "I think it worked out very much in our favor," she said. "The victory for us is that they finally are going to have to listen to the people. We had to go to the Iowa Supreme Court to make them listen, but at least they started listening." Under the agreement, the residents dropped their appeal to the high court of a ruling by Polk County District Judge Jack Levin. On Sept.

16, Levin denied the residents' request for an injunction to block the sale of the bonds. Eaton said Tuesday's agreement allows the Water Works to spend thg, $4.2 million on other improvement and McMullen said the money probai bly will be used to finance a tank and booster station for Waukee; Urbandale and possibly Clive. Register Staff Writer No one knows why Florence Carlson was so generous, but officials in Red Oak are grateful. Carlson, 84, a lifelong resident of the Red Oak area who died last December, left $96,000 to the Red Oak Fire Department, officials have learned. "To even get $8,000 would have been nice, but to get $96,000 at one crack is amazing," said City Councilman Lysle McCormick. "I don't know why she did it, but it was sure nice." Members of the City Council nearly fell out of their chairs when Fire Chief Pat McNeil informed them of the gift, McCormick said. Neither Carlson's lawyer, Lavon Billings, nor her sister-in-law, Agnes Bergren, said they knew why Carlson left the fire department the gift.

"I don't know why she left us the money," said Fire Chief Pat McNeil. "She must have felt strongly." McNeil said Carlson may have left the money for the fire department because she had been helped by the department's rescue squad. The volunteer firefighters probably will decide to use the donation to buy a new rescue truck, McNeil said. AVOCA Bernard L. Jensen, 60; Hilda K.
