Associated Pr 6A THE DF.S MOINES REGISTER Wednesday, June 6, 1990 2 Arab children shot, killed by Israel troops Mauro rides to easy victory Continued from Page One f. uj -vi Arab protests, while Palestinians accuse the army of firing without caution and sometimes hitting children who are not demonstrators, In Nablus, a 14-year-old was killed Tuesday when troops encountered a group of masked Arab activists carrying axes. Arab journalists said the youths were carrying a loudspeaker and calling for protests to mark the 23rd anniversary of the start of the 1967 Middle East War in which Israel captured the West Bank from Jordan and the Gaza Strip from Egypt. Fired at Legs Army officials said soldiers ordered the Arabs to stop, fired in the air and then at their legs before shooting directly at the group and killing one of the activists. Arab hospital officials identified the youth as Rami Farid Kamhieh, 14, and said another youth was wounded in the shooting.

The violent outbreak came as Palestinians held a general strike throughout the occupied lands. Tuesday's deaths raised to 716 the number of Palestinians killed during the nearly 30-month-old rebellion against Israeli rule in the occupied territories. At least 218 Palestinians have also been slain by fellow Arabs as alleged collaborators with Israel. Forty-five Israelis have been killed in the unrest. In Israel, meanwhile, a magistrate's court judge ordered an Israeli suspected of massacring seven Gazan workers near Tel Aviv last month held an additional 14 days while an investigation continues.

JERUSALEM, ISRAEL (AP) Israeli soldiers shot and killed an 8-year-old Arab boy Tuesday during a confrontation in a West Bank refugee camp and a 14-year-old Palestinian in the nearby city of Nablus, reports said. Troops clamped curfews on Nablus and the Askar refugee camp after the shootings. The army confirmed a boy from the Askar camp was killed when troops fired rubber bullets at Palestinian stone-throwers, but said the boy was 10, not 8. The army spokesman's office said the military commander in Nablus, the West Bank's largest town, was investigating the circumstances. Ahmad Salama died at Al Ittihad Hospital in Nablus after being struck by a rubber bullet that penetrated his skull, hospital officials said.

The fatality quickly triggered more unrest in Askar as several hundred angry Palestinians gathered for the boy's funeral and some unfurled the outlawed Palestinian flag. Curfew Imposed Soldiers clamped a curfew on the camp of 9,000 to contain the disturbances, the army said. Salama was the second 8-year-old killed in clashes the past month. According to the Israeli human rights group Betselem, 43 Palestinian children ages 12 and younger have been killed from the December 1987 start of the uprising through May 31. It said 110 other youths, ages 13 to 16, have also been killed by Israelis.

The army claims small children frequently are placed at the front of er burden than anyone thought it would," Whitney said. "I think it represents a significant repudiation." It was a night of prolonged agony' for the losers, who suspected they tad lost but did not receive official w.ord until well after midnight because of computer problems at the county election office and because so many ballots were contested at the Before seeing the final vote totals, Rassmussen had concluded he had been defeated. Mauro said: "From what we know, we won by 1,000 votes." Mauro received 57 percent of the vote to Ras-mussen's 43 percent, election officials said. "It's a shock," said Kramme, who watched television coverage of election returns with three friends and his wife. "It's unbelievable.

I hadn't planned any party at all. I didn't think I would win. 1,000 vs. $52,000," he said referring to Brannan's record-breaking fund-raising effort of $52,000. Brannan said he will not ask for recount.

He said he didn't think there was any doubt that Prairie Meadows was the reason for his loss. Supervisors approved underwriting financing for the money-losing track without a vote of the people. "I'm going out with my head high and proud of what I've done," he said. Dave Peterson, Pleasant Hill City councilman who most closely trailed Bishop, said, "The people have spoken and evidently they approve of what he (Bishop) has done. We rested.

The attorney general's report found that Smith and Assistant Polk County Attorney Maggi Moss engaged in activities that resulted in the appearance of favoritism. Sarcone also made an issue of Smith's legal advice to the Polk County Board of Supervisors on the Prairie Meadows horse track. Sarcone said Smith should have told the supervisors to hold a referendum on their decision to underwrite the track. Smith said a referendum would have been against the law at the time and could have been an illegal use of public money.

Smith Concession Sarcone promised to do away with the practice of requiring police to get approval from the county attorney's office before filing charges. Urban-dale Police Chief David Hamlin said the practice is a burden for his de didn't." Peterson said, however, he will support Bishop and the Democrats; Contested Primaries Two of the supervisor races had contested primaries. In Bishop's district, Charles Beattie easily defeated Jack Woolley, winning 56 percent of the vote. In Rasmussen's district, Republican Stanley Rupp, 62, a vice president with Brooks-Lussem Insurance Agency won 43 percent of the vote and defeated Fred Gering, 53, of 207 S.E. Titus Ave.

Sarcone, served as an assistant county attorney and as Polk County's budget director. As the returns came in, the elder Sarcone stayed out of the room where his son and most of his son's supporters were gathered. He explained that his son deserved to be the center of attention during the victory celebration. "I'm very proud," the elder Sarcone said. "John was a good candidate, and he rewarded all of his workers by working harder than them, and they worked damn hard." Even Tom Whitney, chairman of the Polk County Charter Commission and a supporter of Smith, admitted that Sarcone had put together an impressive organization.

"John Sarcone had a hard, organized effort put together by his family and friends," Whitney said. "That makes a difference." The grassroots organization paid dividends, especially in the south side Of Des Moines, where Sarcone was raised. In the 76th District, Sarcone's birthplace, Smith was outpolled by nearly 2 to 1.
