Ed Redfern, a consultant and former Iowa congressional aide, said he worries that Iowa might slip when it comes to influence in obtaining federal money. "It always helps to have more members," he said. Others say they are concerned about an escalating struggle to finagle money for the poor and the elderly throughout the declining Midwest and Northeast. Election Data Services, a Washington consulting firm that specializes in redistricting and other election analysis, predicts that Iowa, New York, Ohio and Pennsylvania will lose seats after the 2010 census, based on 2004 census population estimates. Four states would gain Arizona, Florida, Texas and Utah.

Kim Brace, president of the firm, said he sees little sign that current trends of rapid growth in the South and West will change. "Iowa is pretty certain in terms of losing a seat," he said. "People continue to go to where the nicer weather is, basically." William Frey, a demographer and visiting fellow at the Brookings Institution Metropolitan Policy Program, has projected changes in House seats to 2030 based on recent census projections of population for the same period. He has put together a national map that shows states across the Midwest and Northeast draining House seats while Texas gains as many as eight and Florida as many as nine. Frey said in a recent research brief that in 25 years, two out of every three Americans will live in the Sun Belt.

What's more, evert as all parts of the nation begin to age quickly as the baby boom generation hits retirement, "the most severe aging will occur in the Snow Belt, which will see overall declines in young adults and children." Frey said the shifts also could profoundly affect national politics in a nation closely divided between red and blue states, as Sun Belt states many of them Republican-leaning exercise dominance when votes are counted in the presidential race. But he warned that what he called "purple" states like Iowa states with a close vote in the 2004 presidential race can't be ignored. He said in an interview that Iowa's first-in-the-nation caucuses might become more important than ever as a showcase for the interests of the Snow Belt states. Some members of Congress from states losing seats see a solution in a constitutional amendment that would require only citizens be counted for census purposes. The Constitution now requires that all "persons" be counted, including noncitizens and illegal immigrants.

At a Dec. 5 hearing before a House subcommittee on federalism and the census, Rep. Candice Miller, a Republican from Michigan, said that her state has lost four House seats in 30 years even though the population has grown. It just hasn't grown as fast as the population in other states where there are large numbers of noncitizens. "We disenfranchise our own American citizens by allowing illegal immigrants to be counted for the purposes of congressional representation in the same identical way that we count legal citizens," Miller said.

She said that 97 percent of the residents of her district are American citizens, or 645,888 people. By contrast, in the 31st District in California, 60 percent of the population is made up of U.S. citizens, or 377,191 people. "Fundamental fairness suggests that each congressional district should have roughly the same number of citizens since only citizens are able to vote," Miller said. Others at the hearing, though, said it would be extremely difficult for the census to accurately count the number of citizens.

In addition, Lawrence Gonzalez of the National Association of Latino Elected and Appointed Officials Educational Fund said that the resolution would "send a message that only U.S. citizens have a right to be heard by our government and elected officials." Most Iowans have not yet focused on the loss of a House seat, with spokeswomen for both of the state's political parties saying there has been no discussion yet among leaders of the effect or implications. But it's coming, said Brace. "You have less of a voice among the 435 members," he said. "If you've got a farm bill that needs votes, you've got one less of them.

It does have an impact." Paul was born soutn of Weldon on October 31, 1914 and graduated from Van Wert High School in 1932. He married Enid Alma Osen-baugh on June 1, 1939, and five children were born to them. Paul was Postmaster of the Van Wert Post Office for 32 years. He was active in the town and in the Methodist Church.

He lovingly cared for his wife Enid until her death on April 16, 2000. Paul then made his home at Osceola Extended Care. Paul was a kind and gentle man. Surviving are his children, Alan Heck-athorn and wife Lurline of Kelliher, MN, Kathleen Heckathorn of Des Moines, Roy Heckathorn of Corpus Christi, TX, Owen Heckathorn of Des Moines and Danny Heckathorn and wife Kathy of Van Wert; six grandchildren and ten great-grandchildren. Services will be held 2 p.m.

Wednesday, December 14 at Slade-O'Donnell Funeral Home in Leon, with burial in Van Wert Cemetery. Visitation is open all day Tuesday, with the family present 7 to 8 p.m. A memorial fund has been established by the family. FORREST D. CHRISTENSEN Omaha, NE Forrest D.

He was a member of: the Youth Homes of Mid America Board; a past president of the Iowa Health Foundation, of which he was a member for nine years; and the Simpson College Board. He was an elder at Westminster Presbyterian Church, a member of Rotary Club, and past president of Iowa Limestone Producers Association. Mr. Sargent is survived by his loving wife of 50 years, Joann; his daughters: Diane (Chuck) Cutler, Carole (Duke) Reichardt, and Patty (Kelly) Housby; his grandchildren: John, Scott, Peter, Charlie Cutler, Austin, Dan Brynn Reichardt, and Jake Cody Housby; and his two sisters, Betty Bishop and JoAnne Beasley. He was preceded in death by his parents, Florence and Ernest Sargent.

There, she graduated from Northern Arizona University, and later wrote books and created card decks based upon her studies of the Tarot. After a twelve-year hiatus in Marin County, California, she eventually moved back to Arizona to be closer to her family. She then began the intensive creation of her crowning achievement, a boardgame of spiritual self exploration known as 'Llumination'.

Alexa had a great love of stars, angels, crystals, and the color purple; and was dedicated to creating beauty in her highly creative and inspirational life. Some of her treasured retreats included the beaches of Rocky Point, Mexico, the community of Sedona, Arizona, and Hummingbird Ranch in Mora, New Mexico. She is survived by her life-partner, Michael; three daughters, Leslie, Lisa and Laurel; her son, Derek; nine grandchildren and three great-grandchildren, all currently residing in Arizona; and her sister, Julianna of Madrid, Iowa. Alexa's primary wish upon her passing was to further the awareness of her masterful and insightful creation, Llumination. ALSIN Madrid Dean M. Alsin, 84, passed away Saturday, December 10, 2005 at the Madrid Home. Funeral services will be held 1 p.m. Wednesday, December 14 at the Sundberg-Kirkpatrick Funeral Home with burial to follow in the Hillsdale Cemetery. Dean was born in Madrid to Martin and Pearle Alsin on May 9, 1921.

He lived all his life in the Madrid Area, and was a self-employed farmer. His memberships include the VFW for over 60 years, the American Legion and St. John's Lutheran Church. Dean served in the U.S. Navy during World War II.

Dean is survived by one sister, Mar-gene (Paul) Scott of Madrid; and several nieces and nephews. He was preceded in death by his parents, one sister and one brother. Visitation will be held on Tuesday Evening from 5 to 7 p.m. at the funeral home. Memorials may be directed to the St.

Paramount Pictures on Sunday agreed to buy independent film studio DreamWorks SKG Inc. in a $1.6 billion cash-and-debt deal designed to help both companies reverse their troubled fortunes. The sale marks the end of an 11-year dream for Hollywood moguls Steven Spielberg, Jeffrey Katzenberg and David Geffen, who had ambitious goals for DreamWorks that once included television, music, films and the Internet.

Moreover, the DreamWorks acquisition is seen as a critical gambit for Paramount, which has been under orders from parent company Viacom Inc. to improve the quality of its movies and earnings. Paramount will pay $775 million in cash and assume $825 million in debt and other obligations, the company said. 'We see this at Paramount as a transforming event for the studio," said Brad Grey, Paramount's chairman and CEO. The studio will finance the deal by immediately selling the DreamWorks film library, which Paramount values at between $850 million and $1 billion.

Paramount will retain distribution rights to the 59 library titles, which include such hits as Oscar-winners "American Beauty" and "Gladiator." The agreement does not include DreamWorks Animation SKG which was the most profitable part of the company. Upon completion of the deal, expected to close early next year, Paramount would sign new employment agreements with Spiel berg as a producer and director, and Geffen, who will become Jane R.
