The report shows Decatur County is Iowa's poorest, with an estimated 19.5 percent of residents living in poverty as of 1997. The southern Iowa county ranks in the top fifth of all U.S.

counties for poverty. Iowa's nine poorest counties, all located in the southern two tiers, all rank in the top half of the poorest counties in the nation, according to the report released today. The counties with the highest concentration of poverty tend to be removed from Iowa's generally thriving metropolitan areas.
