station FINE TUNING Continued from Puge 3-TV character that the public likes. If you get ego involved with it, that's where madness lies." New call letters, new look for KCBR KCBR-TV, the Des Moines independent TV station, is planning a big coming out party on Jan. 17, when it will unveil new call letters, new onair graphics and a new promotion package. General manager Don O'Connor says the station has applied to the Federal Communications Commission to change its call letters to KDSM-TV. The change becomes official on Jan.

17. The station also is preparing to unleash an expensive promotion campaign pegged around the catch phrase, "It's Your Turn for a "We're doing a lot of things to upgrade the whole on-air look dramatically," says O'Connor, who adds that the station plans to move into its new studios on Fleur Drive (the old NCR building) around March 1. KCBR's makeshift studios on Park Avenue will not be missed. "The new building even has separate mens' and ladies' restrooms," boasts O'Connor. Along with the new look and call letters, KCBR will be getting some needed new production and studio equipment.

That will come in handy when three new public affairs programs debut on the station next month. The three shows will share the Sunday, 10 a.m. time slot on a rotating basis. They are: "Inside the Rotunda" (twice each month) The show will focus on the legislature and state government. Regular panel members will be Scott Newhard, former state legislator and now an investigator with the attorney general's office; Ned Chido, former legisiator and now Polk County Auditor; Larry Pope, law professor at Drake University, and Tom Witosky, who covers the Iowa Legislature for The Des Moines Register.

"Towa Means An upbeat, positive look at large and small Iowa businesses. No host has been named. "lowa Vision" A magazine-style show that will spotlight central Iowa community leaders, the entertainment scene and coming events. No host has been named. All of these changes (new promotion package, new equipment, new studios) do not come cheaply.

But Duchossois Communications Co. which purchased KCBR earlier this year has made a bold commitment to its Des Moines station. O'Connor pegs the cost of the station's upgrading at "into seven figures." Tim Klein paired with Christine Craft Tim Klein, the former co-host of "PM Magazine" at WHO-TV, has landed the plum job of news co-anchor at KRBK-TV, an independent station in Sacramento, that plans to debut a late-night newscast starting in January. His co-anchor will be Christine Craft, the news anchor who sued a Kansas City TV station several years in a sex discrimination case. A jury awarded Craft $325,000 in the case, but the verdict was overturned by a federal appeals court.

Craft is filing an appeal with the Supreme Court this week. "I got here four weeks ago and have been working on my reporting says Klein, who left WHO when "PM" was canceled by the station last March. Before being hired at KRBK, Klein says he worked making industrial films for a Chicago company. "They had a news show on the air here (for two years) until about six months he says. "and it failed miserably.

They don't want to fail again. "I didn't know they were going after Craft. I heard they were talking with her in August, but I'm not sure why it cook so long to get her. It could have been because she was somewhat controversial. "They say our first newscast might make the network news." Klein admits he does not have a strong news background.

"I did (stories) for 'PM' that could have been news stories. But I've never been labeled a news person," he says. "I want to establish myself as a credible news source." Klein is not the only former Iowan working the TV business in Sacramento. Bob Hogue, former sports director at KWWL-TV in Waterloo and voice of Hawkeye basketball on TV, is sports director at KCRA-TV, the NBC affiliate. Scribbles and scraps "5-TV Newsmakers" debuts today on WOI (at 11:30 a.m.).

News director Terry Bynum describes the public affairs show as "local 'Meet the Betty Lou Varnum will moderate the show in which a WOI reporter and another area newsman will interview one or two guests on timely issues. At the same time WOl starts this new program, it is canceling "Towa Edition," a magazine style show that has been on the air about five years. Bulletin: ABC has done TV magazine schedule-makers a wonderful favor by changing the name of "Dynasty HI: The Colbys" to just "The Colbys." Thank you. Des Moines Sunday Register Dec..
