voters with his proposal to cut defense spending by S30 billion over three years is now saying defense cuts not in the Laird and other Pentagon spokesmen have been claiming die defense budget is lower in "constant than any year since the Korean War end have suggested future cuts: i BUT LAIRD NOW declares the Pentagon will continue to buy new ships planes and other weapons next year and will not reduce troop strength further Next defense budget will be higher he said yesterday primarily because of scheduled January 1973 military pay raises and special incentives to build an all-volunteer force and weapon He promised the defense budget will not exceed seven per cent of the gross national product (GNP) of more than $1 trillion the same goal he has had in the past But that gives plenty of leeway The GNP will be up nearly 10 per cent this year thus theoretically allowing Laird a IB per cent hike in the $765 defense budget according to Commerce Department keurces THE DEFENSE secretary the man President Nixon has designated to debate McGovern on defense conveniently scheduled his press conference on budget plans for the morning after Vietnam peace message on national television McGovern the Democratic presidential nominee charged that Secretary Laird recently admitted to a congressional committee that the fighting could continue far into the future under present This gave Laird the opening he needed to counterattack He said he had testified that the Nixon Administration will end US participation in the Vietnam War but no president can promise to end the war He charged that McGovern's proposals are and and amount to SUGGESTS A reverse application of President domino Laird said sellout by retreat and He said McGovern rather than guard against the fall one by one of Southeast Asian countries to Communist guerrillas would push over toe himself by withdrawing all American forces from and by ending military aid to Southeast Asia Laird salted his answers to reporters questions with words like and to reflect his feelings for McGovern He even displayed mock pity when he said proposals are based on some sort of idealism not facing up to the real world That's well and good but A McGovern spokesman reacting to remarks said: PREPOSTEROUS for him to believe the American people will think more money is needed for defense at the same time the war is winding down and more money to fight in Vietnam because the latest rppropriation will pay the bills only -through last Sept 30 But he said Pentagon budget experts are beginning a final to slice from the next budget
