Reed said he is knocking on doors in the ward and talking to friends at the Embassy Gub. He is stressing the need for the city to cut spending, he said. I PI- r 2 p.t aVI rnu 3 Bbmh Third Ward race proves to be higher cost primary By JANE NORMAN Third Ward contender Richard "Ric" Jorgensen is the leading money-raiser among all seven candidates in Tuesday's primary race for Des Moines City Council, with a total of $2,995 raised and $1,936 spent as of Wednesday, according to campaign disclosure statements filed with the Polk County election office. In second, third and fourth places were the other Third Ward candidates: Sam Soda raised $1,675 and spent $998; Ralph Reed raised $855 and spent $531; and Karla Fultz raised $815 and spent $3. The statements, which detail how candidates raise and spend money, were due by 4:30 p.m. Thursday. Only one person in the First Ward race filed Councilwoman Elaine Szymoniak, who submitted a statement of organization but did not indicate she had taken in any money. Her opponents, Hugh Hammond and Betty Saunders, had not filed documents by the deadline. Under state law, every candidate in a municipal election who spends or accepts contributions of $250 or more must form an election committee and report those expenses by five days before the election. Jorgensen of 4005 Kingman Blvd. spent $50 for a bulk mail permit, $555 for 5,500 precanceled stamps, $1,156 for newspaper and billboard ads, $82 for printing, and $91 for lists of voters made by the state. Jorgensen's reported campaign receipts include a $2,000 loan from the candidate to his committee. He was reimbursed $91 for the lists of voters. Soda of 1403 S.W. Emma Ave. spent $100 on bulk mailing, $43 for stakes for yard signs, $500 for printing, $302 for postcards and $53 for postcard printing. Reed of 3707 Grand Ave. spent $523 on advertising with KMRY radio and $8 for printing on cards. Fultz of 204 Fifty-third St. spent the $3 on a service charge for a bank account at Bankers Trust Co. She owes $759 to a publishing company, $86 to the state for voter lists and $400 to Bob Monachino of 600 E. Court Ave., which is the address for Cres well Mun- sell Fultz & Zirbel Inc., an advertising agency in which Fultz's husband, William, is an executive. Mark Gustafson, 23, of 2347 E. Thirty-eighth St., Steven Lake, 22, of 4024 Avenue Frederick M. Hubbell and James Zimmerman Jr., 22, of 709 Pennsylvania Ave. were arrested Oct. 9 after they allegedly sold four ounces of cocaine to an undercover Des Moines police officer. Police seized 149 grams of cocaine, 10 pounds of marijuana and $13,240 in cash from the three men.
