m. to nominate oue candidate for school director, A quiet undercurrent of interest is apparent in tbe nominations for candidates, and both parties are searching their ranks for the best men available. Mauy important questions will come before another council, the main one being what disposal to make of the Webb City and Carterville Water Works fran chise, which will expire within the next year. Many favor a municipal ownership of the waterworks system, and every effort is being made by those doing so, to secure candidates whose sympathies are with them, but men inclined to be just to all concerned. Bishop Luther B. Wilson pre-s'des over the sessions. One of tbe chief moves will be that of the district superintendent of the Mal Brunswick district, Dr. J. B.

Haiue's term expires this year. It is said he seeks an Ocean Grove appointment. Some predictions are that Rev. John Handley, of Vineland, and Rev. James William Marshall, of the First church, Mill-ville, are both likely candidates for 1 he position of district superintendent to su-ceed Dr.

Haines. Rev. Dr. Marshall' has been called to tbe First church, at New Brunswick, and will probably be appointed to that charge if be is not placed over the Brunswick dir trict. Garrett Smitn Sells Out Garrett Smith has sold his interests in the Mint Pool Hall, comer Allen and Daugherty streets to Wright Stickley and Bart Rarasour.

the army continues Intact and tbe war can be cautioned," The Correspondencies, which publishes these dispatches, declare the exchanges acquit General Blanco of any responsibility and prove "the sad troth that tbe capitulation was arranged as a preliminary to making peace." publicatioa two weeks ago "of some cablegrams between General Blanco at Havana and the government at Madrid regarding the surrender of the city of Santiago, Cnbflf to Gen era! Shafter on July 17 1898, a bitter controversy has been waged here by the editors of tome oi tbe Madrid papers who wish to place the blame for the untimely disgraceful surrender upou the government officials rather than upon -the brave generals who were on the field of action to uphold the honor of Spaio, and the editors of other papers who defend tbe course the government took, tt was learned here that there' was held last night a secret cbal of officials and ex-officials whose names have been used or united at in the controversy in such way as to besmirch their dignity," to, decide whether tbe further publication of alfiuformation on the subject will be stopped, by censure or whether an argu uent will be circulated in their defense. The decision reach-ed will be made public by the ac-tion taken and it is probable that all article A not, favorsble to the government side of the case will be quickly surpassed and further disgraceful disclosures prevented. The rankling article last published contained' a batch, of messages sent during the war time 1 which, demonstrate that tbe-gov erument, when it found that Blanco was. unalterably opposed to surrender, communicated directly with General the commander at Santiago, giving htm a free band to make terms. 5 Geuers.1 Blanco, on July 13 telegraphed to Torel that be would try to relieve Santiago and instructing "him to insist that General Shafter allow the Spanish garrison to retire to Holg'uin o.

return to Spain on(Spauish ships, as otherwise Spain would continue tbe defense. "Regarding the suggestion," General Banco said further to General Torel, "that some one must be found to assume the responsibility for this situation. I repeat that I am responsible for everything that has occured in Chba since October 1 last." Tbe same day General Blanco cabled Madrid that tbe juncture of the Third" Army corps with the Santiago garrison had become ira-possible, but that Torel must not surrender except on honorable conditions. Midrid thereupon authorized Tortl to treat independently of Blanco, but Blanco, ascertaining this, sent a telegraphic warning to Torel that be could not include the entire Fourth Army corps in the surrender, as the other gariisons were capable of holding our. Nevertheless, General Torel on July 17 surrendered the whole army corps wttblts war material.

In transmitting tbe announce-ment of tbts surrender to Madrid, Blanco reproached the government saying he could have prevented it on tbe terms made. He added: ''In spite of its dismemberment, cause the city refused to purchase lis sprinkler, and claims that the -i ty officiaMhiul been notified that he would expect 10 do the city i inkling this year.
