HIV test for pregnant Iowa women is studied 1 By TOM CARNEY Rkoistkk Staff Whitkk -To protect unborn children, a state task force is considering ways to test all pregnant women in Iowa for HIV, the human immunodeficiency virus that causes AIDS. The group, which plans to make its recommendations to the Iowa Department of Public Health early next year, must resolve the dilemma of promoting public health by keeping HIV-positive women from infecting their unborn children while protecting individual rights. "There are social consequences just in having the test done," state epidemiologist Patricia Quinlisk told the Iowa State Board of Health Wednesday.

"Some insurance companies presume that once you've had the test, you have the risk factors." On the other hand, said Dr. Kenneth Anderson, a board member from Des Moines, there are "real public health consequences in continuing a head-in-the-sand approach" in failing to test pregnant women. tThe task force was formed last summer after a study established that HIV infection among babies could be substantially reduced by administering a drug called zidovudine while the babies are still in the womb. That was followed by federal recommendations to do the test and provide the treatment. task force has decided that all pregnant women should be counseled about the risks of infecting unborn children with HIV, but it hasn't decided how.

It also hasn't decided whether to seek HIV testing for all pregnant women and whether the tests should be voluntary or mandatory. Quinlisk said Iowa law requires that counseling accompany any HIV tests, and tests and counseling would best be done in the office of a woman's own doctor. One solution would be to do HIV tests on every pregnant woman unless the woman declines, said Quinlisk. That sounds good." said Dr. Gary Peasley of Marshalltown, the board's president.

"But that requires art enormous amount of testing and counseling." Using health department data, Peasley said 1 1 babies were born to HIV-positive Iowa women in 1994. Statistically, three babies would have been infected themselves and of the three, one could have been saved by zidovudine. Saving that baby is "laudable," he said, but is it practical to test and counsel all Iowa pregnant women? Kirk Bragg, executive director of the Aids Project of Central Iowa an advocacy group for people with AIDS said it would be worth it. Iowa can't count on continuing to have a relatively small number of HIV cases, he said. "Those numbers are slowly going up 1 -VV I Des Moines Deaths ALBERTS Emily 81.
