hindering progress in our defense program who are trying to nullify the foreign policy of this govern ment are just as blameable for a con- tinuance of slaughter and destruction By Pertinax North American Newspaper Alliance diplomats all over the world were startled to hear the other day that one of their number Eric LabOnne headed the French antibolshevik legion in the uniform a a Germani colonel and had sworn allegiance to the person of Hitler to the strains of the "Horst Wessel" and the "Marseillaise" Eric Labonne was ambassador to MCscow until well after the armistice of June 1940 Previously he had served in turn as seccetary to the Moroccan protectorate chief of the American section at the ministry of foreign affairs ambassador to Barcelona and high commissioner In Tunis Indeed the French diplomats should not have been caught unaware by the scandalous move of their colleague Last spring those who knew him expressed concern about his extraordinary cerebral He seemed to believe that in a fed: crated continent the office of economic dictator would fall to his lot For years he had professed to be bored by diplomatic routine and irrisistibly attracted by every attempt made in the old world or in the new to rebuild society on grandiose lines By Fennk Kent 1 recent months them has been a lot of talk from the president- and from those close to the president-- about the necessity of forgetting partizan politics in the face of a national emergency Mr Roosevelt has solemnly urged this upoa the people as a patriotic duty Nearly all the administration's journalistic and political spokesmen have echoed the plea The soundness of the suggestion is beyond dispute However it would be much more impressive if Mr Roosevelt personally would practice more wholeheartedly what he preaches His failure to do this whkh has been demonstrated in many ways cannot help but promote distrust end decrease respect It has become a pretty editorial custom to assail the Republicans In congress for their refusal to rise above the party level and support the foreign policy to which the country is committed and which is overwhelmingly approved by a large majority of the people And with some notable exceptions- such as Senator Austin of Vermont Rep resentative 'Wadsworth of New York and 1 a few Republicans deserve to be thus assailed They have made a distressing and deplorable record They have beeboth stupid and ignoble Nevertheless It does not He in the mouth of this administration which at no stag of the crisis Itself has abandoned partisan politics to fulminate against them On the contrary in its supine handling of the strike situation: In its pursuit behind the screen of defense of its so-called l'aocial gains" in its failure to resist The demands of the farm and labor lobbies in the personnel of the defense organizations in the recent politically provoc ative magazine articles signed by Mr in other administration has furnished abtmdant evidence that partisan and political considerations still weigh heavily with it t1 '''-i 4 --1 1'' 114 474 4it LNxf I 4 1 'NA 1 1 1 lt il A 1 1 i Eliminate the Termites Regardless of Their Backing The federal bureau of of Navy Day And the Purpose of Our Navy The United States the state of Utah and the city of Salt Lake are observing Navy day under proclamations from the president the governor and the mayor This is the twentieth celebration of the kind although the navy was established 166 years ago Eight sailing vessels indifferently armed and poorly equipped under Admiral Ezek Hopkins who received $125 per month but was later court-martialed and dismissed from the service constituted the first American navy Its redeeming feature was John Paul Jones one of our histoHcal heroes who died in exile and was honored by a slowly awakening but penitent public whose belated appreciation is told by statesmen and expressed in song and story When it became popular to designate dates for the observance of special events and those marked achievements of men and institutions that enhance the glory of the republic the National Navy League asked that the 27th of October each year should be celebrated as "Navy day" Two reasons have been assigned for the selection of this particular date: On the 27th of October 1775 the initial naval appropriation bill was introduced in the "continental first measure of its kind on the letislative records of any republic On the 27th of October 1858 Theodore Roosevelt was born Like the present chief executive of the same family name he served as assistant secretary of the navy before becoming "commander in chief of the army and navy" and was instrumental in developing a sound maritime policy and building a formidable fleet As a matter of fact it has been alleged that "naval and maritime matters have been the lifelong bobbies of Franklin Roosevelt" With the passing of time and'the increasing complications incident to international competition in commerce expansion and domination the wisdom of establishing and maintaining a first class' navy has been demonatrated beyond dispute The purpose is not to provoke trouble but to be ready for it not to conquer other lands but to protect territory that belongs to this republic not to drive others from the high seas but to keep from being driven hence ourselves not to impose our form of government upon other peoples but to keep usurpers and aggressors from destroying our own system itnd abolishing the American way of living It has been the policy of the United States to seek cooperation rather than provoke antagonism in the construction direction and distribution of armored vessels We have taken pride in our naval power because it is regarded as an essential factor in the preservation of peace All nationalities permitted to read and to think know that we have no dreams of conquest no desire to invade any foreign land no craving to annex any alien soil But "no nation which appreciates what a government is formed for can hesitate about asserting and defending the rights of its citizens when they have been defiantly violated" on land or sea to repeat a sentiment expressed by the foremost pacifist of the period preceding the first World war As the Colonists of 1798 said and the citizens of 1941 still hold: "We have millions for defense but not one cent for tribute" 4 saying what they have been taught to say" They have been taught in the colleges that they can make black white and wrong right through psychology They have been trained to treat the people as guinea pigs and experiment upon them to notice their reflexes Then they use the stock market methods to boost their stocks or knock the other fellow's stock Of course it is getting terribly raw the way they gamble with bonds legislation laws industry labor and worst of all human lives But let's not be too concerned about the chatter and palaver of these columnists and commentators It seems that the methods of the make-believes has to have Its time and run its course The reality of things the unfoldment of events the progress of the world revolution is exposing the false and revealing the true It shows that fascism in all its fury and cunning can not stop democratic progress Provo Utah A Mitchell Likes Fair Play Editor Tribune: This writer once read a fine editorial on sincerity which I wish could be printed here but suffice it to say most men of honest judgment appreciate fair play and proper representation In a former article I told how when on a jury one of -the attorneys expressed no objection to the 'dismissal of prospective jurors when his opponent tried to show there was possible cause for partiality to one side While the other attorney would argue that such and such a reason for objection did not bias the juror being examined Without desire on my part I Immediately came to the conclusion that this attorney had a poor case and could not win unless he had jurors who favored hint And it seems that most men naturally favor anyone they feel la being taken advantage of There is a saying "Give the devil his just dues' and I like to nee fair play and representa'tion in everything I don't like propaganda I appreciated a broadcast the other day telling how a Gerrnansub put the survivors of a ship they attacked In lifeboats near the shore and hauled the lady and child around 20 miles because they 'were afraid I think such reports will encourage more of such acts of chivalry when possible If you and I were in a fight regarilleu of who is right if someone hands me a brick to hit you with he is in the fight against you and you have a perfect right to knock his block off and you are not a highwayman or pirate even if you go Into his own yard to fight him If he continues to send help to your opponent Claud Dodge 153 East Broadway Scores Writers Editor Tribune: Sure enough Mr Simpson It's a scream the way the columnists and commentators carry on It depends upon one's nature and mood the way he reacts to them If he is Jovial and fun of fun he laughs his side sore if he is serious and full of concern he swears a blue streak if he is wise he just ignores them or says: "Forgive them for they know not what they do" But let's consider the fact that these poor fellows are not personally to blame for all their blarney They are like Crusoe's I Never Dropped While with of the Republicans in congress at no time have administration leaders put politics out of their minds and hearts The defense organization is steeped in new deal politka and dominated by new deal no candid and informed man will deny it All of which imparts a considerable flavor of hypocrisy to the White House preachments and makes somewhat sickening its public professions of nonpartisanship Th fact Ls that even in its politics there is a lack of candor and sincerity about this administration An example is to be found in Its attitude toward the New York mayoralty election soon to take place The president has come out strongly in favor of Mr La Guardia: so it have him reelected: certainly not for his Tammany opponent But Mr Eel Flynn chairman of the Democratic national committee is not anxious to have him reelected Mr Flynn is the mayor with everything he has and appears quit confident of defeating would be rather in the nature of a calamity Now Mr Flynn is Mr Rooseveit's chairman very close to him personally and politically frequently in White House confidential conference with him It was in 1940 that Mr Roosevelt made him chairman and since then he has distributed through Mr Flynn the huge federal large part of It in New York formerly was channeled through the genial Mr Farley Nonpartisan Course Under such circumstances the natttrat the nonpartisan and the right thing for the president would seem to be either to induce Mr Flynn to cease his opposition to Mr La Guardia or if that were too much to ask of a professional partisan he might at least temporarily deprive him of the power to use the federal patronage which be has had from Mr Roosevelt agairist Mr La Guardia It is as hollow to deny that Mr Roosevelt has enough innuence with Mr Flynn to dilute his opposition to Mr La he desires to dilute it is hollow to deny that despite the Hatch act federal patronage still remains a big factor in politics and easily may be a determining factor in this election that covers the entire republic it has also turned in several hundreds caught in some forbidden form of espionage several of whom have confessed their guilt and now the Dies committee has discovered' a large number of suspects who have wormed their devious ways into government employment In a report lubraitted by Chairman Martin Dies to Attorney General Biddle 1124 persons on the public pay rolls of different departments are listed as "having strong leanings toward Moscow" Whether this means a desire for Stalin to win his war against Hitler or a preference for the communistic form of government is not clear In any event these possible peddlers of information to pros pective enemies should not be permitted to support themselves at the expense of this government while the country is full of patriotic persons capable of performing the tasks in which the accused are engaged To be sure an accusation is not an Indictment much less a conviction But the critical conditions with Which the government is compelled to cope under circumstances fraught with indefinite peril really seem to justify extreme measures in which some innocent victims may have to await exoneration Two exceptional cases now before the courts as a result of indictments re- turned by duly constituted grand juries' are those in which the aid of Harry Bridges and the aid of Representative Hamilton Fish are charged with perjury In the deportation proceedings against the Australian agitator his chief witness was found guilty of making false statements on the witness stand In the investigation of illegal distribution -of allegedly seditious propaganda 'under Fish's franking permit the congressman's' secretary was charged with testifying falsely concerning his relations with George Sylvester Viereck who is also awaiting trial on a charge of falsifying public records Both Bridges and Fish have announced firm intentions to back their respective witnesses to the' limit and the outcome of the litigation on appeal or before a jury will be awaited with interest This will apply to Viereck's case in particular as he is an author of note 'a publisher of pronazi periodicals and a ghost-writer for antiadministration ore tors whose choice effusions have found permanence in the Congressional Record and in franked envelopes distributed by pseudo-patriotic associations Two Subjects Once he told me that he was exclusively interested in two subjects the American new deal and the Russian five-year plan In Rabat and later in Tunis he ipent his time prospecting coal and oil deposits most of them of doubtful yield arranging to bring them to light building imaginary cities The ugly side of his nature expressed itself in occasional cowardice (so much afraid wee he of eventual Italian bombing in 'nude that he had a shelter dug out right under hie study) In his close connection with Anatole de Monzie a corrupt poll tician and in his affected devotion to the "popular front" Over Russia he easily grew enthusiastic He had fulfilled various posts there and as captain of artillery during the first World war had been a liaison officer with the Russian troops then stationed in France It is odd that his inborn opportunism should pit him today against the very government he pampered and flattered so long With his stiff high collar of an obsolete pattern his black coat his twitching his staccato voice he could be taken for a clergyman a poker-faced comedian or a medical doctor of shady repute Answers Query How did he find his way into a body of officials shaped during the last half a century by the Anglophile De lame Paul Catnbon and Camille Barrere? The answer is that the Quai d'Orsay watt captured in the 10s by Philippe Berthelot a man of great intellectual power but of unsound judgment who strove to break and scatter the old conservative-minded hierarchy and as a prop to his own power introduced there some adventurers of the stamp of La bonne That the tradition of Delcasse continued in the last 10 years by Alexis Leger stilt permeates the French diplomatic service is shown by the latest step taken In Vichy: An oath of loyalty to the person of Marshal Petain will be required from all representatives abroad great and small An alternative proposal Under consideration for a while was to recall them all successively in the hope that doubtful elements would refuse to return home and thus automatically be weeded out The sullen half concealed hostility of so many diplomats and consuls has always been a cause of uneasiness for Vichy An ambassador high In the confidence of the regime is reported to have exclaimed lately that It would have been better to dismiss the whole lot because they were so irretrievably tied to the past The hope of 90 per cent of them rests on eventual victory of the Anglo-Saxons All their leaders have been dismissed or sidetracked The envoys and consuls sink in painful deliberations They write to ask for advice Most will pledge their word in the belief that they will not be obliged to follow along some way parallel to Labonne's But they are not so sure that sooner or later they will not have to drop out if they care to keep their soul Senator From 1 By Sandpit Ham Park But when to I stoop And sign a diffident The critics cry: "He's merely Superficial!" Copyright 1941 By The Baltimore Sun Explains Tax Bill Editor Tribune: Mr Benjamin Marsh alias "People's Lobby" alias "Farmers' National Council" who recently made a speech- in Salt Lake City on how to pay for defense has for years been operating in Washington as a sort of "left wing" farm politician with a specialty of appearing before committees of congress and presenting nostrums which were obsolete before Marsh began to repeat them 20 years ago On August 20 1941 Marsh appeared before the finance committee of the United States senate and suggested that congress impose "an excise tax on land values to raise roundly $500000000 for the government This suggested tax is not an "excise" This federal land tax would have to be apportioned among the states according to population as prescribed by the constitution of the United States The apportionment to Utah would be $2500000 which represents an imposition of 621pi per cent over the present confiscatory Utah land tax The Utah land tax should be destroyed root and branch It cannot be equalized as to appraisals rationalized as to rates or legalized as to suMmary modes of enforcement What tax officials want is power to confiscate $1000 for a 40 tax in defiance of the constitutional limitations of the bill of rights the requirement for due process of law and the principles and practices of courts of equity which from time immemorial have refused to give any deed which could possibly represent a claim or security for money any force and effect other than that of a lien or mortgage Samuel Russell All things I thought I knew but now confess The more I know -1 know- know the less Owen Things- I Learned That i Aren't So That cucumbers are poisonous unless soaked in saltwater That a horse hair kept in water will turn into a snake That killing a spider will bring on 'rain The 1'rule of three" That knocking on wood pre vents disaster That eating crusts will make one's hair curly That we've all descended from monkeys and the hairy ones among us haven't descended very far' That a hairy chest denotes strength That a square chin denotes a strong character That a high forehead denotes brains- Thesaying "Like father like son" Its more likely to be true "Like mother like son" Or even "Like grandparents like grandchildren" That the Indians know anything about how cold or mild the winter's going to be Or the squirrels either That policemen have flat feet That if dogs or children like a person he must be all right What do dogs or children know about morals or- ethics?
