Gen. Clark, United States Mar hall returned yesterday morning from Wash ington, where he has been ob business for the past two weeks. Col. Carpenter, of Fort Dodge, called last evening. Bevington, President Winterset Na tional Bank, calied.last evening, and was with the sanctum folks long enough to show that he hid a pocket-full of these things that he says are passed in fashionable hotels just before the supper stuffing ends. SherrifT Tullis, of Madison county, one of the several thousand good men found in that bailiwick, was in town yesterday. Xscobb Tax. Instructions have been re ceived by United States Assessor Newton to make preparations for assesainjr tbe income tax.

Heretofore It has been assessed la Janua ry. Tbe delay this year baa been caused by tne supposition tbat Congress would abolisb tbe tax. It is well known tbe Commissioner of Internal Revenue desired this, and labored earnestly to nave It done; and, tinting tbe bill for Its repeal would become a law, be directed 'be Assessors to delay tbe assessment nntll tbe adjournment of Congress, or until tba bill could be disposed of. Congress adjourned without acting on the bill, and consequently tbe tax will now bave to be paid. Tbe first law on tba subject required a tax to be paid on all income in excess of six bnndred dollars.

Subsequently tbe amount exempted was increased to one thousand dollars and by tbe present law tne tax is required on all over two thousand dollars. Mr. Newton expects to re eeive blanks in a few days, and then local edi tors and other wealthy men will have an op. portunity of paying some spare change ino nele Sam strong box. Folk Cocstt Coal Measure.

Professor White's Geological Tie port disposes of the coal field of Folk county in very snmmary manner. The Professor discovered that there was coal here, fact which be could have learned without taking the trouble to viait Des Moines. The article treating on the subject cites only four 'mines out of something more than thirty which are being operated in the county. Ho analysis of the coal Is given, no estimate of the amount mined, or of tbe extent of tbe field nothing; bnt the bare statement that coal found ia the vicinity of Des Moines. In considerable quantities.

Other counties, where the amount of coal hi insignificant when compared with the inexhaustible mines of Folk county, received the Professor's most ample attention their coal being eare- muy aaaiyzea ana fully described in the Report. Tkis act of injustice to Jolk county we have endeavored to remedy, so far as the analysis of our coal Is concerned. A specimen was forwarded by Tbb Rboistbb to an eminent chemist in Chicago for analysis. The follow, ing la his report "Sample of Coal from De Moines, Iowa: The sample la quite compact, hard, and pure; with some faint traces of mineral charcoal. Harks of lamination are plainly apparent although the lamina an closely aggregated! It Is of dull, slate color, and when burned, leavens white ash.

Bevington, Esq of Winterset, were la the city yesterday, in consultation with some of our prominent citizens concerning the construction of the Winterset road. Six townships in Madison county have voted a tax, and together with subscriptions, a net amount one hundred thousand dollars has been secured toward lnsnring the completion of the road From its junction with the Indianola road at Summerset to Wintereet it is twenty-seven miles, running through a very rich and thickly populated section of the Three River Country." It is estimated that in addition to the amount raised by Madison county, 000 more will be needed to make its construc tion a matter certain and sure. To this end they ask that Des Moines come to the rescue, and by the aid of the amount last named secure a route that will give it advantages not afforded by any other short route pointing toward Des Moines! At last the complication surr-junding the opening of Court Avenue bridge have come to an end, and the matter settled to the satisfaction of the contracting Company. Yesterday the company assigned its claim ugainst the city to B. F. Allen, who paid it, and the bridge was thrown open to the pub lie Immediately. The ending of this vexatious matter will be hailed with delight by all, and now affords a safe crossing to all travel, which in reality has not been afforded by the Walnnt Street structure.

Until further orders there will be no toll collected, the keepers not having been appointed, nor will they be until the new city officers go into their stations. He has re sided here tor a number of years, and his ex fended acquaintance and personal worth had more to do with his being elected than anything else, made eo effective by attending circum stances not often noticed in municipal contests. He's had a varied business experience and will concuct the buainesa of his office in a manner th prompt and business like.

The incoming Varshal, Capt. 3d Bassell, will have a hard time, harder than any of his predecessors have hid, and from reasons that we shall state There has been ciU-h bobbery about the ineni ciency of the Marsnal now in office and the police 1 hethar or not any joat cauae of complaint existed we shall not here argue, bat Capt Bassell being elected on the grounds of reform, If matter do not make a sudden revolution from the condition in which public speakers have reported tioice innumerable, soon after his Inauguration, the grumbling will be the same that it has biea for years. A city so large as Dee Moines cannot be kept as orderly as a Sunday School, and nothing less tban that will satisfy some men. That Capt. Knssell will do his duty, we have no doubt, and that he will prove a vigi lant officer we feel well assured.

But for the unreasonableness of some he would go through the year ithout a word being spoken dlare spectfal of his administration. Personally he is one of our good citizens, means to do justly with all, and has a proud record as a soldier, which in some cities is counted a yery good possession. He will have an entire new police force, wc understand, to assist In earrjing ont the plans laid. Who they will be we know not, but tuppose that none but Americans will be put on. Xhe Assessor, George Harlan, whose five hundred and fifty majority was sufficient to bring out our election fowl, ia another good man and will do kis duty as faithfully as an honest man can.

The new Aldermen are all good men for the position to which they have been chosen. The First Ward, that has heretofore been Democratic, comes out on the Republican side of the house, with the such gcod men aa D. A. Tyrrell and C. D.

Piatt. In the Second Ward, Col. Tichenor and W. S. Terry are commission ed, and will be good additions.

Mr, Terry is I honored with a re-election, having served one term satisfatorily to all concerned. The Third Ward sends np J. Coggeshall, a man who will watch matters closely and well. The Fourth, after a warm contest, choee T. George for its representative, and made a good choice indeed.

The Fifth sends up Dr. J. F. and the Fifth did a very good thing when it did so. The Sixth commissioned W.

R. Kay, who has the good reputation of attending to his "knitting" closely, and being a practical man everywhere. The Seventh, true to its colors of Democracy and that level, sends Marcus Kavanagh, pretent incumbent. His worth, works and hopes are well known. The gentlemen holding over are Messrs.

Monroe, Third ward, Keffer, Fourth, Lendrum, Fifth, Redhead, Sixth, Rees, Seventh.
