TUESDAY, AUGUST 30, 2005 1ST THE INDIANAPOLIS STAR WWW.INDYSTAR.COM Patty Bond was whiz on school financing By Diana Penner diana.penner@indystar.com Patty Bond could crunch numbers in her head big numbers, the ones behind Indiana's complex school funding formula. For more than two decades, she proved so fast and accurate with figures that eventually even the state's schools chief counted on her whenever the budget came up. As the director of the division of school finance at the Indiana State Department of Education, Bond brought energy and enthusiasm to her job. She also loved her children and grandchildren and chocolate. Monday, state workers mourned the death of Bond, 59, who died Saturday after a brief illness.

She leaves a legacy of nonpartisan dedication to the often mindnumbing chore of explaining financial formulas to lay people. Those who knew her said she was intent upon doing her job with clarity and good humor. "She was the word on school finance," said Suellen Reed, the state's superintendent of public instruction. When Reed was called upon to present or explain budget issues to elected officials or others, she said, she always had Bond with her. "Having Patty sitting behind me always gave me more confidence," Reed said.

Bond worked for the Education Department for 25 years, through Republican and Democratic administrations. She carefully applied a nonpartisan approach to her work, including through an informal discussion group on school finance that involved frank conversations. "That's why the group was productive," said Erik Gonzalez, fiscal analyst for the Democratic caucus of the House Ways and Means Committee. "She kept everyone talking just about the workings and mechanics of the formula." "The bottom line was: Schools need money," he said. "And she worked to make sure they got their money." Mary Tiede Wilhelmus, director of communications for the Education Department, said Bond's even-handed approach to her job earned her wide respect.

"She didn't let the static get in the way," Wilhelmus said, referring to political differences that can divert attention from budgeting. "Patty cut right to the problem-solving. Other people talked about political realities. She just wanted to get things done." Bond also approached life outside the office with energy and vigor and had just spent a week of vacation with her grandchildren, doing things like baking cookies and just hanging out at her home in Lebanon, Wilhelmus said. "She walked every night in the tunnels of the Indiana Government Center so she could eat chocolate," Wilhelmus said.

"She loved chocolate. But she was trim because she walked." Funeral services are scheduled for 10:30 a.m. Wednesday at Myers Chapel of Memories, Lebanon, with visitation from 4 to 8 p.m. today. Survivors include her band, David H.
