hunting. Hupfer, however, made it a point to meet with legislators to voice the DNR's position on issues. Last week, in a prepared statement, he said, "It is time the DNR took a more assertive role and a decision is made once and for all whether fenced hunting is something that Hoo-siers want in their state, and if allowed, what rules will govern such hunting." There are currently about a dozen "hunting preserves" in Indiana where fenced deer hunting takes place. Hupfer is asking Hoosiers to tell him directly if they do or do not want fenced hunting. He hasn't said how he will tabulate responses at the public and regulations of other states.

They include the niinimum size of the facility, fence height, escape cover, artificial feeding, stand location, hunter and deer density, bag limit, hunting license fees and hunting facility requirements. "The parameters we are using as a starting point will not necessarily be the final rules," Hupfer said. For details on each of the discussion points, log on to The complete CACC report can be found at www.IN.gov dnrcervidcouncil Skip Hess is the outdoors columnist for The Indianapolis Star. The series of five public meetings the Indiana Department of Natural Resources is holding in June on fenced deer hunting may appear to be a case of deja vu for those who have followed the issue for two years.

Four public hearings on whether to allow or ban the hunting of fenced cervids animals in the deer family in Indiana were held in 2003. At the direction of state legislators, a group known as the Citizen Advisory Council on Captive Cervids (CACCC) also tackled the issue. The council, which held nine meetings in 2003-04 and issued its final report in August, consisted of representatives of the DNR, the Board of Animal Health, deer Here are the dates, times and locations of the public meetings: June 7, 6-8 p.m., Kankakee Fish Wildlife Area, North Judson. June 14, 6-8 p.m., Salamo-nie Reservoir, Andrews. June 16, 6-8 p.m., Clifty Falls State Park, Madison.

June 23, 6-8 p.m., Sugar Ridge Fish Wildlife Area, Winslow. June 30, 6-8 p.m., Fort Harrison State Park, Indianapolis. Should it be determined that fenced hunting be allowed, Hupfer said that the DNR has put together 19 "talking points" for discussions about proposed captive deer hunt regulations. Those points are based on the CACCC findings and the laws farmers, sportsmen and conservation organizations and agriculture and environment agencies. Basically, group members could not reach an agreement They tossed the issue back to the General Assembly this year, and it then fell into the hands of DNR director Kyle Hupfer, who was appointed by Gov.
