department will become effective May 12 if it is signed by the governor There are reports being circulated that this is one of the measures which might be killed by veto The fair trade practices act will become law on May 12 but they may not become operative until some time later The bills carry no appropriation and the allotment for their enforcement set up in the appro priations measure will not be avail able until the beginning of the bi ennium on July 1 The bulk of the measures passed will become effective on the sixtieth day after the close of the session Scanning Measures Department heads around the capitol were busy Monday scanning the measures affecting their respective operations and the attorney office was going through the entire batch looking for constitutional slipups The governor could give no idea of when he would fill such newly created positions as the fair trade practice board and the old age assistance administrator Technically he is not authorized to make these appointments until the acts creating the positions take effect Reorganization of the various commissions and departments which lost incumbents as a result of the legislative session will take place as
