Europe Stems Volunteers to Spain Armies Movement of Fighters Checked as Powers Set Saturday Deatlline LONDON, Feb. 20 Iff)—Europe dammed the flow of foreign volunteers to Spain's "little world war" Saturday night. The movement of alien fighters to the government and insurgent sides —which for seven months threatened to Set other nations at each other's throats—was checked by international agreement. The deadline was Saturday midnight. Unsettled was the exact method of making sure that the nations' Individual volunteer-control measures arc not violated and that war materials do not go into Spain. Portugal, sympathetic with the Spanish insurgents, first blocked agreement on a general scheme, refusing to have foreign observers stationed on her borders. Already Fixed With the main outlines of a. plan of land and sea. control already fixed by the other powers, however, Great Britain arranged a compromise to win Portugal's participation, Involving the use of British officers to check up on Portuguese compliance. Informed persons believed the details of this British check-up as well as the disposition of a six- power naval patrol of Spain's borders would be Ironed out In plenty of time to install actual physical control of men and arms by the scheduled date, March 6. The fact that Portugal applied a stringent ban on volunteers was interpreted as a favorable sign she would come along with the other powers. The number of Portuguese fighting in Spain, however, has not been great. Official Hopes There was a general hope in European official circles that the seven- month-old civil war would be confined to the Iberian peninsula as a result of the long-delayed neutrality agreement. London did not have to take any formal action to ban volunteers, as she had done so January 10 at the time she appealed to Berlin, Moscow, Rome and Paris to take similar action alone. In France, a thin line of 100 mobile guards and gendarmes was stationed along the Pyrenees from the Atlantic to the Mediterranean to stop any travelers. The German government's ban made either recruiting or individual volunteering punishable by imprisonment An Italian law fixing heavy penalties for volunteering became Rebel Village Blasted Under Loyalist Guns Report of Government Spies on Insurgent Parley Brings Attack effective Saturday. The soviet government did not announce any special action. Export visas are required of everyone leaving the soviet union, and the government issues none to Russians unless they are going on government or government-sanctioned business. Soviet Statement Official soviet statements have said there have been no Russians fighting in Spain. Portugal went beyond the committee's recommendations in ordering citizens fighting in Spain to quit within a month, and banning further Portuguese enlistments. Greece set up a strict ban. Czechoslovakia's order became effective at midnight Friday night. The Belgian cabinet approved a similar measure to be Introduced in parliament Tuesday. (Continued from Page One) weeks has been fighting on the Madrid front almost every day. Capture Prisoners "On the Aravaca front," he said, "my company tooli 300 prisoners one day—we will be in Madrid within four weeks." Schaible said there was another American, Stanley Baker, 38, of New York City, in his company. Levy said, "None of us knew a word of Spanish and after a few weeks we were on the front lines with guns In our hands. We were in the front only two whole days when nationalists came over the parapets, but that was enough." "Ths nationalists used everything in our sector," he continued, "planes, tanks, grenades, artillery. We couldn't and didn't want to stop them. "It wasn't our war and we didn't want to fight. Everything waa disorganized and we had no officers. We just lived in the trenches two days waiting for something to happen. It happened all right. Now what I want to know is when and if I get back." Insurgent officers said they were undecided where the prisoners will be sent. H E N D A Y E, Franco-Spanish Frontier, Sunday, Feb. 21 (UP)— Unconfirmed reports reaching the frontier Sunday said soviet Russia is preparing to withdraw her support of the Spanish loyalists because of their failure to stem General Francisco Franco's fascist offensives. Many loyalist officials, it was said, feared that the removal of the Russian ambassador to the loyalist government was a prelude to complete abandonment of the soviet venture in Spain. Loyalist authorities at Valencip. said they were unable to explain the recall of Ambassador Marcel Rosenberg, beyond Moscow's official version that ho was being removed "for other work." The frontier reports said that Moscow expressed disappointment over the failure-of Barcelona and Catalonia—the communist strongholds of Spain—to send reinforcements to Malaga during the rebel siege that resulted in the fall of the Important seaport Leon Gaikis, councillor of the Russian embassy in Valencia, the "emergency" capital of loyalist Spain, was named to succeed Rosenberg. Gaikis formerly was consul general in Istanbul. Officers Capture Bandit Suspect in Gun Battle TRINIDAD, Colo., Feb. 20 UP}— A man, identified by Undersheriff H. T.
