$12.500 damage Senate panel detours mandatory insurance Ill (AP) Mandatory auto insurance has run into a roadblock in one General Assembly chamber but sped ahead in another. While the House Transportation Committee was voting 24-4 Tuesday to send the mandatory liability coverage proposal to the House floor for debate. the Senate Insurance Committee turned down virtually an identical measure. 5-6. I'm optimistic because of the movement we've seen in both committees.

with more members coming on board. Illinois Secretary of State Jim Edgar told reporters after the votes. "That's the most votes we've ever gotten off the Senate Insurance Committee Edgar predicted the House and Senate will vote on the plan this spring. Similar measures have been defeated previously in the General Assembly. Under the legislation, motorists would have to carry proof-of-insurance cards that must be dis: plaved to a police officer on request.

The secretary of state's office would also make random checks of vehicle owners and check accident reports for uninsured motorists. First offenders would face a minimum $500 fine and a two-month suspension of their vehicle registration. A $50 fee would be requfred to reinstate the registration Edgar, noting 60.000 accidents in the state last year involved uninsured motorists, said 2 million of the 7 million registered cars and pickup trucks in Illinois are not covered by insurance. Illinois is one of 11 states without some form of mandatory auto insurance, he said. I think the time has come in Illinois to try it.

If it doesn't work. it's off the books." Edgar testified in the Senate committee The measure would expire four vears after taking effect Jan 1990. unless the General Assembly took action to extend the law. Rep. William Laurino.

Chicago mayoral vote in 1989 CHICAGO (AP) Alderman Tim Evans, chief rival of acting Mayor Eugene Sawyer, hailed the city election board's decision to hold a special mayoral election in April 1989 to let residents choose a successor to the late Harold Washington. We have deplored the crass politics of those who sought to deprive the citizens of Chicago of a fair election to replace our fallen mayor." Evans said Tuesday after the board voted unanimously to hold a special election.

The board had voted April 24 to hold a special mayoral election in April 1989 if City Clerk Walter Kozubowski declared that Washington's death in late November created a vacancy in the position. Kozubowski said at the time he wouldn't issue such a declaration unless ordered to do so by a court. But on Monday, he apparently changed his mind and provided the elections Thanks so much everyone who remembered my 80th birthday with cards and gifts. Raymond Clark House bill, said he has introduced similar legislation for 16 years. One of the reasons for the legislation is the constant phone calls I get from people asking why we don't have mandatory liability insurance," he said.

Insurance industry. representatives testified against the proposals in both committees. saying that similar laws in other states don't work and that they will drive up the cost of insurance. insurance premium of every person will go up if this bill passes. said John T.

The board decided to accept the declaration of a vacancy from the city clerk and decided to go ahead with the 1989 election unless we're ordered not to by the courts. Leach said. Circuit Judge Eugene Wachowski said last week he expected to rule on the issue at a hearing Friday After the election board vote. Sawyer said he still expects the courts to settle the issue.
