Washington, meanwhile, claimed a minor victory Saturday over one of his three current challengers, Alderman Edward Vrdolyak.

Washington had refused to debate Vrdolyak, a candidate for the Illinois Solidarity party, and Chicago First party mayoral hopeful Thomas Hynes unless the two promised to stay in the race for the April 7 election. Vrdolyak sent a notarized statement to that effect to the mayor on Friday. "It was just as I had planned it," Washington said. Hynes has refused to provide the affidavit, although he wrote to the League of Women Voters last week promising not to drop out. Vrdolyak, however, was not to be outdone.

On Saturday, he challenged Washington to a series of four debates that would be held at the South Side headquarters of civil rights organization Operation PUSH headquarters, with the Rev. Jesse Jackson as moderator. Jackson said he had not yet received Vrdolyak's let FAMILY KITE! SAVE $inoo Only Includes: CHICAGO AP Despite efforts to head of vote fraud in last month's Chicago mayoral primary, two reviews show that as many as 100,000 votes may have been improperly cast Feb. 24. But results of the voter reviews are not expected to affect Mayor Harold Washington's victory over former Mayor Jane Byrne in the Democratic primary, according to the Chicago Tribune.

The alleged fraud occurred citywide and it would be impossible to determine for whom the improper votes were cast, the Tribune reported in Sunday's editions. On Jan. 28 and 29, the Chicago Board of Elections supervised a pre-election canvass of each of the city's 2,900 precincts to weed out improperly registered voters. But a routine post-election canvass by the board suggests that 36,000 to 52,000 people who were not registered were permitted to vote, the newspaper said. The second study, conducted by a group headed by former U.S.

Attorney Dan Webb, indicated that thousands more illegal votes may have been cast that were not caught by the Board of Elections canvass. The post-election canvass, conducted last week, compared the signatures on a sample of voter applications with those on voter registration cards and other records. The results showed thousands of duplicate and improper registrations, along with many names that had never been purged from voter rolls, even though the -voters had long since moved away or the address no longer existed. Michael Lavelle, chairman of the election board, and Webb said they would turn over their findings to U.S. Attorney Anton Valukas and Cook County State's Attorney Richard Daley this week.
