Sanandaj was closed to nonresidents and all telephone connections between the city and the rest of the country were either cut or erratic. Sheikh Ezzeddin Hossein, local religious leader, broadcast an appeal on the rebel-held radio Monday night to observe the cease-fire. In another development, the Kayhan newspaper reported today an attempt to seize a Persian Gulf island near the strategic Strait of Hormoz Saturday was foiled by revolutionary forces.

What the paper called counterrevolutionaries took over the gendarmerie post on Qeshm island, off the Bandar Abbas port. The counter-revolutionaries, with arms seized from fleeing agents of the shah's secret police, were overpowered "peacefully" the same day, the newspaper said. TEHRAN, Iran (UPI) Iranian army troops besieged by Kurdish rebels lobbed mortar shells into rebel positions today in the second day of pitched fighting in the Kurdish city of Sanandaj, reports from the city said. The reports said heavy fighting was heard all over the western Iranian city as Kurdish snipers ringing the headquarters of Iran's 28th Division answered the shelling from inside the miilitary base. Heavy casualties were reported today, but no figures were available because the city of 110,000 was under a virtual state of siege.

City residents shuttered up their windows and barricaded their front doors. A cease-fire late Monday lasted only 55 minutes, then heavy mortar shelling from inside the army base and Kurdish sniper and machinegun fire shattered the calm. Sporadic heavy shooting continued through the night, the reports said. Earlier reports said the bodies of 26 dead and 155 wounded people were taken to Sanandaj hospitals af ter the initial outbreak of fighting Monday. Local residents said another 24 died in the fighting.

The battles erupted around the city's radio and television station, which the rebels captured, and later shifted to the military base. Ayatollah Ruhollah Khomeini personally intervened to try to stop the fighting and stressed Iran's Shiite Moslem majority had "no dispute with our Sunni brothers. We are all members of a single nation, a single Koran." This was a reference to Kurdish demands for autonomy based on the fact the Kurds belong to the Sunni Moslem sect and have a different language and culture. Tehran Radio Monday night broadtcast repeated appeals to the Kurds besieging the military base to stop shooting. The appeal was repeated early today, but there was no immediate indication the fighting had resumed at daybreak.

At least eight houses were destroyed by the shelling and another building was damaged. Ford had been hinting for some time that he may retire this year, first mentioning his intention some months ago during a newspaper interview in Los Angeles. Australia (UPI) Henry Ford II, master of America's No. 2 automaker, made it official today and announced he will step down from his post by year's end. Ford, 61, the grandson of the man who invented the Model and the assembly-line technique, did not say who would succeed him, but ruled out his son, Edsel B. Ford II, at least for the time being.

Ford said his son, who is the company's assistant managing director in Syd for 35 minutes off the coast of Perth, Australia, before reeling in a giant 539-pound marlin. It was the prince's first attempt at marlin fishing, and he came within 15 pounds of the record. The prince was hosted by the multi-millionaire mining magnate, Garrick Agnew, who set the record catch a few weeks ago. Charles was down under for the country's 150th birthday celebration. QUOTE OF THE DAY: An Assembly of God preacher who serves in the Arkansas Legislature attacked a proposed bill that would allow more restaurants to serve wine.

But it was the bill's sponsor, Rep. Henry Ostcrloh of North Little Rock, who made the final tongue-in-cheek appeal before the measure was defeated: "I don't want to get scriptural, but you know, Jesus didn't turn the water into iced tea." Mrs. Bortkevich, the wife of Soviet pop singer Leonid Bortkevich, retired from competition last year and now coaches Soviet gymnastics. ABANDONING THE TUBE: Norman Iar is leaving television to concentrate on a multi-picture deal with Universal Pictures.
