The law imposes a 60 per cent royalty on production based on commercial rates. Concession- holders are required to turn over to the newly created Cuban Institute of Petroleum all information on their operations.

Limit Concessions Exploration concessions will be limited to about 19,000 acres, which is far under the acreage held by several companies. The legislation' cancels all future requests for exploration and exploitation concessions. Exempted are those involving only the transfer of existing concessions from an exploration to an exploitation status. Foreign refineries supply nearly all of Cuba's petroleum needs. The refineries use up about 50,000 barrels of crude oil daily.
