THE ARIZONA REPUBLIC VALLEY STATE TUESDAY, SEPTEMBER 30, 2008 B7 Ariz. can be solar leader, governor tells civic leaders NAPOLITANO Continued from BI foreign governments to boost exports, which total more than $19 billion a year and can be a source of new jobs and revenue. While Mexico continues to be the largest recipient of Arizona exports, she said, the state has seen significant growth in trade with Canada, Germany and Taiwan in the past year. In the second quarter of 2008, Arizona exports are up 8 percent over the same period last year. "Even in this very challenging economy, we are seeing positive trend lines," Napolitano said, adding that few states have tapped into the enormous trading potential of South America.

In the current economic climate, significant "belt-tightening" at the state level is inevitable, Napolitano said, but she warned that it should not come at the expense of Arizona's students. Sounding a familiar refrain, Napolitano said providing the "capacity, accessibility and affordability" of higher education must remain Arizona's top priority. "We have to have the workforce to sustain a new kind of economy," she said, "and we won't without increasing rigor in our schools and increasing resources for our students." The governor said she envisioned Arizona as a provider of new, innovative goods and services. She said that includes water and environmental cleanup technologies as well as health sciences. He was appointed British ambassador to the U.S. in October 2007. Reporter Scott Wong caught up with the ambassador Monday at the Arizona Biltmore before the International State of the State luncheon. Question: Well, what brings you to Arizona? Answer: The U.K.

links with Arizona and with Phoenix are incredibly strong. British companies employ about 5,000 people here. We are the largest single investor of foreign countries in Arizona. British Airways provides the only direct air link between Arizona and Europe, with almost daily flights. We have a number of companies here covering all the key sectors: HSBC (bank) is based here, BP and Shell both have concerns here, a very big majorityBritish company, Resolution Copper, is involved in a huge project in the state.

Most recently, we've also branched out into the retail sector with the arrival of Tesco's Fresh Easy (markets). They are growing their business on a weekly basis. Gov. Janet Napolitano today plans to share her international agenda for Arizona. Where do you see the U.K.

fitting into that plan? This state and the governor personally have been very closely involved in the Western Climate Initiative. The United Kingdom is in a very unique position: We are the only government which has a sort of observer role. We've had our technical experts help with particular work on carbon trading. One of the things I want to talk to the governor about is how that is going, what the prospects are for handling climate here in the state, and how she sees the prospects for the United States as a whole grappling with this most difficult set of issues. The story of the day has been the failure in Congress to pass the $700 billion plan to bailout the financial industry.

Is this the right approach? We've made clear that we supported the rescue It's not the details that (our government) might be involved with, but the principle of it we've supported as a way of stabilizing the financial sector here and emitting a signal of confidence to markets around the world. We hope it can get back on track. It's not as though there are 5, to 10, 20 financial crises going on around the world, there is set of interlocking problems. This is a problem that started here in the summer of last year but the ripple effect was obvious in the U.K. last year, and that's continued over the weekend.

We're having to do very much the same things as your government and banking sector are doing here. Prime Minister Gordon Brown recently praised Barack Obama in a magazine op-ed, saying that it is the "Democrats who are generating the ideas to help people through more difficult times." Does the prime minister think that Obama is better suited than John McCain to lead this country out of the financial mess? The position of our government is very simple: We are neutral as far as the U.S. election is concerned. We can't take sides and we don't take sides. And nothing that our prime minister has said or anyone else has said changes that fundamental principle.

We don't interfere in each others' elections and we can't express a preference between the parties. Our prime minister has met both the candidates for president and his view is that whoever wins, we will have, our country will have and Europe will have an excellent relationship with the next president of the United States. There are a huge number of challenges ahead for the next president, economic, environmental, but also a huge range of challenges in foreign policy and security, and we believe the next president will be able to work toward a new chapter in international relations and trans-Atlantic relations. Rick Stephenson, one of several foreign diplomats who attended the luncheon, said Arizona is playing catch-up in the race to turn solar rays into revenue. "I questioned right off the bat, why is this not a center for excellence in solar energy?" said Stephenson, Canada's consul and senior trade commissioner in Phoenix. "I mean you have all the perfect conditions here in the world. Ger' many and Japan, even Canada, and these other places have greater advances in 1 solar energy than you have here."
