Janet Napolitano has resigned her office, handing the reins of state government and the final two years of her term to Secretary of State Jan Brewer. Napolitano's resignation was made official just minutes before 5 p.m. Tuesday.

It came on the same day that she was confirmed as secretary of Homeland Security for President Barack Obama. As part of her resignation, Napolitano submitted a brief letter to Brewer. "It has been my honor to serve the people of Arizona as Governor," Napolitano wrote. "I look forward to continuing to serve Arizona, our new president and all of the people of our great nation in my new role as Secretary of the Department of Homeland Security." Brewer responded with a letter in which she accepted Napolitano's resignation. "I want to congratulate you on your confirmation as United States Department of Homeland Security Secretary," Brewer wrote.

"Thank you for all of your years of public service to the state of Arizona. "I wish you all the best." Napolitano, 51, now hands power to Brewer, 64, who is slated to take the oath of office about 3 p.m. today. It's also the first time in two decades that a midterm transition has shifted power from one party to the other, with Napolitano, a Democrat, succeeded by the Republican Brewer. It last happened in 1988, with Democrat Rose Mofford's ascendancy following the impeachment of Republican Gov. Evan Mecham. Napolitano was confirmed for her new federal post by the U.S. Senate just hours after Obama took the oath of office.

Obama signed nominating papers for his Cabinet choices about an hour after he took the oath. Senate leaders agreed to have a roll-call vote on Clinton today after three hours of debate. Today's vote became necessary when Cornyn objected to the voice vote. In the Senate, a single senator can block measures from being approved by 'voice. By Jim Abrams Associated Press WASHINGTON The Senate swiftly approved six members of President Barack Obama's Cabinet on Tuesday but put off for a day the vote on his choice of Hillary Clinton to be secretary of State.

The Senate confirmed all six with a single voice vote a little more than three hours after Obama took the oath of office to become the 44th president. Democratic hopes to add Clinton to that list were sidetracked when one senator, Republican John Cornyn of Texas, objected to the unanimous vote. Cornyn said he still had concerns about foreign donations to the foundation headed by Clinton's husband, former President Bill Clinton.
