FOR THE RECORD growing office corridor in Indiana costs the state money and jobs.” Jim Siccardi, 67, has lived in Carmel for 18 years, and, like the mayor, wishes the state would start work in the city sooner rather than later. Aside from moving traffic through more quickly, he’s worried that newly rebuilt Keystone will have to be repaved years earlier than otherwise if heavy traffic uses it to bypass U.S. 31in Carmel. Siccardi commutes from his Carmel home to work in Westfield along both Keystone and U.S. 31, and he’s thinks the roadwork ultimately will make his drive easier. “It’s needed, oh yeah,” he said of the U.S. 31roadwork. “I travel it every day.” The state has identified largely rural Ind. 38, north of Westfield, as the first interchange to be completed. Indiana Department of Transportation spokesman Will Wingfield said it was chosen early in the project because it’s one of the easiest to build and has a high rate of accidents. The 146th Street area was chosen next to accommodate snarled traffic, he said. In the first year of the project, the 146th Street bridge over U.S. 31 will be widened. In 2012 and 2013, the state will create a ramp system that will eliminate stoplights serving busy shopping centers at two intersections north of the bridge. The state likely will have to purchase businesses west of U.S. 31 from Greyhound Pass to 151st Street, Wingfield said. Construction on the remaining intersections in both Carmel and Westfield will be done in phases from 2014 through 2017. Westfield Mayor Andy Cook also wishes more portions of the project could be started sooner, but he said Westfield and Carmel leaders this year successfully persuaded the state to not delay portions of construction even more. “We’re back on track,” Cook said. “I am still concerned because this is a project that will be completed in 2018, which could span another governor or two. There is always that risk (of the project being delayed).” Cook said the project ultimately would help his city, opening up land for development along U.S. 31. In the meantime, he said, developers have been reluctant to buy land because of the uncertainty of how and when the highway will be rebuilt. Design is only 30 percent complete on U.S. 31in Hamilton County. SEE THE PLANS Associated Press GREENWOOD, Ind. — Greenwood High School, the subject of a lawsuit over a graduation prayer, says it is breaking with tradition and will not screen speeches by speakers at its commencement Friday. In the past, Greenwood High School’s principal has required student speakers to submit their speeches in advance for a review of the content, grammar and length. Most schools in the nation follow similar practices. But Greenwood is lifting the practice this year, and school officials say speakers will not be stopped even if they use profane language or deliver politically charged speeches. School officials would not comment on the reason for the change. But it comes after a federal judge ruled against the school and in favor of valedictorian Eric Workman, who filed a law- suit against the district saying a school-sanctioned prayer at graduation and a student poll leading to it were unconstitutional. A majority of students voted in favor of a prayer. Workman is one of the commencement speakers. The district’s superintendent cited the Constitution to explain the change in practice at this year’s graduation. “It’s the First Amendment, freedom of speech,” Superintendent David Edds said. School Board President Joe Farley said in a statement that the board expects the students to be “responsible and respectful of others” while giving their speeches. The speeches typically last three to four minutes each. U.S. District Judge Sarah Evans Barker on April 30 issued apreliminary injunction against the school, saying the process in which students voted to have the prayer violated the First Amendment’s establishment clause. The school did not appeal. Barker’s ruling addresses only this year’s ceremony, and school officials have not discussed how to handle prayer at future events.
