William G. Hartranft, a millionaire philanthropist and president of the first Phoenix Parks and Recreation Board, had visited California and wanted to see his city offer a sparkling park along the likes of Balboa in San Diego or Golden Gate in San Francisco. He convinced the parks board to have the city buy about 200 acres of land for such a venture.

They settled on a field just outside the city limits at 15th Avenue and Thomas Road. Some of the property was bought from J.W. Dorris, who owned land in the Encanto and Palmcroft areas. Dr. James Norton, a Phoenix veterinarian, sold the city the rest of the property.

The clubhouse, lagoon, boat dock, 18-hole golf course, band shell, playground areas, tennis and horseshoe courts and archery range took three years to complete. The swimming pool, more tennis courts and a Softball field were added in 1951.

In 1956, two lagoon bridges were added. Originally, a fine-dining room was planned for the clubhouse. Activities Today, Encanto has picnic areas, lagoon, boathouse, swimming pool, nature trail, urban fishing, two golf courses, Softball diamond, basketball and tennis courts, and Enchanted Island Amusement Park with most rides geared for ages 2 to 10. The park features the CP. Huntington Train, which provides a seven-minute tour of Enchanted Island.
