As In the past.so in the future will the paper be run in tlie interest of Belleville, of Republic county, and the llepabllcan party.

As to furtlicr promises In (ho mat of iniprovpnieiits in tlio paper we 'will say nothing, but let the public be the Judge. WITH the numlicr of candidates in the field this year it will hardly be necessary to declare any vacancies In offlce. IT IS now in order for Kepiiblic county farmers to advertise for men six seet six inches tall to gather the corn crop. TiiK KAASABfarni ceases to be tlie bugaboo it wus preached up to be last fail, in view of the fact that this year's wheat crop at fifty cents bushel would more than pay otr the mortgages on all Kinsus fiirnu. THE unusual spirit of cliuroh going Bill MOW being by many of our candidates for ofllce would place church pews at a premium If they were put up at sale.

Tliis is to be uontmeuded and we hasten to give it the stamp of our approval. They probably need salvation more tiiaii wfflce in any event. S. HiMrtXDsr 'Mayor, iU 'lleville, Knns. DEAR SIR persons deeply Interested in the dttvclopment and progress of llio west have long been presscd witli tlie cost of transportation of her products to market. The difference in the cost of transportation liy rail and transportation by water soon lod those concerned in tlie matter to investigate the nouiest point at wliicli deep water navigation could he reached. The Oulf of Mexico was, of course, tlio nearest, but it presented the olistlcle of no deep liarbors.

(Join petitiit engineers contei.ded tliat. deep harbors could be formed on tlie coast III ihcCiiilf, but it would require tlie expenditure of a large amount lif money. The value ol such a iiarbor to the west, however, made the amount of miparatively uiiihport- aiil and for the purpose of securing action on tlie subject by Congress, a convention was held at Kt. Worth, in July, 18158. Tills was followed by a coiiveiilion at Denver, in August, iHHS, Which was largely attended.

Tills eonverition appointed a permanent riiter-State Deep Harbor Ooni- -inittce for tli.ejnirpo-ie of piiosecuting tliepliin. At MS last session congress adopted a resolution authorizing the Secretary of War to appoint a lioard ofengineer-i to make a careful exuni Ination of the coast of 'he Gulf, and report as to tlie most eligible point or points for a deep harbor. This lioard will be ready to report the next of congress. For the purpose of encouraging this project and urging upon Congress favorable action, Governor Humphrey, at the rcqoest of the permanent conimittoe, issu'id a call for a eonveiition to meet at l8Si). It isimpo.Mlble to over estimate the imporcam-e to this state of suuii iiarbor.

It would diiiiinish by lialf the distance to deep water iiavl.sfalion, of the surplus products of Kansas, and briiit; chise to our doors llie commerce of the world. The estimated surplus' products in Kansas this year are: Corn, Itusliels, wlieat, 15 ,000,000 bushels, cattle head, hogs making a tonage of 5,000,000 tons. The puK route reduces the raii.dis- tunce to tide-water (wl miles, and as the average rate of freight cliargos is tlireefourtlis of a cent per ton per mile the surplus products of this state for tills year could with deep water harbor on the gulf, be iraneporlod to deep water navigation at a of over Si5 No state Is more interested in tills subject than Kansas, and no oxe section of (lie state is interested more than another. Kansas has been honored by having this veiition called to meet at its capital to whlcliit will bring the most prominent representative citizens of every stulo ami territory west.of the sippi river. Not only bocauiie is vitally iiilereslud in tills movement, but as a matter of stale pride, every eity ill tlie state should he represented al'lhis convention.

Under the call issued by Governor Humphrey the following are designated as ilelegatos: Tliu Governor of each state and territory west of the river, wlio'slinll be authorized to make all appointments from ins state or territory lieieby designated not otlierwise SPleeted, "Koui delegates at large from oae.h state, twoof whom shall belts United StJites Senators. delejfates from each Congressional (iistrict, one of wliom shall lie the Member of Coiigiess or Territorial Delegate-elect. "Tlie Uepnhlio of Mexico shall ho entitled to.fivo delegntes to ed by the President thereof, wlio is aUo earnestly invited lo iicad the delegation. 'ITIio President of each Chamber of Coniniercu or Hoard of west, of the Mississippi fiver, wlio is aulhor- to appoiiil, an alternate If liu is uiialile to attend." Ill addition to delegates, however, it is that as many othor citizens of Kansas as possible will make It convenieiil. to be present and asfist Topeka in weleomiiiir the delegates from other and unite their etrorlH with ours in making tlie veiilion a suecf-ss, and impressi.ig our visitors with til" commercial importance and grand prospects of our htato.

Tills convention to meet at because it Is tlie capital of Kansas. It is a state affair in w'liicli every citizen is or should be interested oifd we sincerely hope tiiat you will not only come yourself, but bring your friends with yiu and make it an occasion to wliicli 'the whole state can refer Willi pride. Chairman. ot Sewelvy and? ik We first give figures showing the valuation of all the roads iu the county for 1888, and the taxes paid ititu the general county lund by them, (ho first set of figures being the valuation and the seound the taxcA. i'ulrtn Paclflc. n. A Mn, PfiolllR.

Itodli I'otBl. m.iin 00 ou TAX. ii.iiti.'v'si 0.16 .10 (Ifi I.I 00 07 The Knilroad. Last week's issue of (lie TELESCOPE contained a c.ill for an election to decide wlietlier bonds in certain slated sums should he voted by Lincoln and Hellevllle townships, and Uelleville City, for the building of a railroad which would give tliis section a direct line southward extending to the guU. In discussing the subject (ho E.sfdPR wishes it uiKlerslood tliat we have no interest ill Ihq'niatter other tlian the building up of our town and the general prosperity of the county and districts through which the proposed line will run.

Wo also wisli to say (hat our troutmeiit of the sulijeet shall utall times be fair and Just, and that no attempt by falso argument idiall be made to convey wrong impressions of tlie beneilts that would accrue by the building of the road In matters of public as well as priv-tte business we lielieve In fair dealing and shall work aloiig that line. Discuvsiou as to the principle involved In issuance of bonds need not be entered into here. It is sutlicieiit hi say tiiat not one man iu the county would lielieve tlie voting of bonds a wise course of action if railroads and other corporations whichare a -public benefit, could witlinut it. Bu t-l t-li-l he -h is toiiy-of-ra ilroads-es- peclally, that they build only where a bonus can be obtained, and it might be noted in tills "coiriiectioli that the bonus is usually only largo enough to cov'er right of way. It then becomes a question of whether the proposed road will be of sulBeleut beii- otit t3 the public to warrant tlie voting of lionds.

Probably the best basis upon which to form a correct conclusion Is to be found in certain facts and (Iguies relating to the roads that have already been built In the county. The figures which we produce in. (his couHeclioh were oblalued from the county Clerk's and Treasurer's oHIce, and can be referred to by ar. one will take the (laius to calb the' oilices uieulioued. It will be seen that the total valuation of railroHil property within (lis county limits is $720,000, and that on this a lax of 07 was paid into tiio county treasury.

The Interest on all bonds voted for railroad purposes last year was $8,32.5. It will bo aeeii from those ilgures that a balance of almost of the railroad tax rc- ninins In tlio treasury after paying interest on tlie bonds. The figures for last year are given because they have not been complied for the present year. Since last year's levy was made the Santa -'e has laid track and made other improvements in tiie county, which are cslimated at $72,000, and the Rock Island has increased its valuation to $420,887. Allowing a $20,000 decrease In the valuation of the other ronds mentioned In the table above, this an advance of over $150,000 iti railroad valuation.

This will make the railroad tax over $3,000 more tlian It was hist year. Putting tlie matter in another light, let us take tlie case of town- I bly bo biitsliglit variation in Ilgures from any otiier township county through wliicli a line runs or niiglit he coiistruclcd. The amount of township (ax to bo paid In by the levy on railroad valuation this year amounts to lor towiifililp roads, to school districl.s, making a total of paid by the railroad to the township fund. The interest on the bonds voted by the township to secure the road was $720.00, thus leaving a balance of $.91.37, It might be state 1 in tills connection that the basis of valiiutioii of railroad property is per mile, and that tlie total valuation of railroad property the township is $.51,455.00, tliere beiug a little over seven miles of track. Allilon township is cited in eonne- thin with those Ilgures as a single instance.

AUIioiigh the figures showing railroad valuatipiu and taxes in olher townships were not examined. It is probable tiiat tliey will not vary greatly from those given above. Tlie boil. Is voted by Albion amounted to $12,000.00, Willie 810,000.00 is )isked from rjinoolti. Were the number of miles which the now road proposes to build through Lincoln known an oxacl compulation as to tlie taxes the road would pay could made.

They will, however, Im cioleriuined and given in a later issue. It is not 'likely tliat less than seven niile.H of track will lie laid aud that the valuation will ho much less than tli of a fair proposition, and anpposdijg the valuation on (he proposed road levy of rjincolii (o be (lie same as that of Albion, the railroad tax of tlie first iiicntioiied township would amount to the same as tliat of Albion, or 1211 The interest on the hoiicls at six per cent from Lincoln would aminiii'. to $000 per annum, wliicli, if taken from the tax piid by tlic road to the township wnild leave a balance of $251.37, to bo distributed among tiie school distrlcfs of the township. Again tlie vaUialioti of property in Lincoln town- sliipas leafTie 1 from llie trustee, is about in round numbers $100,000 The valuation wliicli tlio proposed road would bring Into the township, wonlilliiorense this sum one iialf or to $1.50,000, and in the future the road would pay one third of all (he tax collected in tlia towiisliip. The same argument will apply to Belleville township throUKh which at least six miles of road will be built without side track, (hm making the increased valuation in railroad property but little le that iu Albion, It will not be necessary to rc-prodiico (Ijiures In this oonnection.

Aside from the arguments given aliove staiiils the one of general advantage and improvement of railroad service lo any coiiiiiiunily. The proposed line would give (liis section direct conimuiiieatioii with Omaha, shorten tlie distance to Clifcago 125 miles, and furnisli tlie best outlet southward lo be found in the state. The lino is oireaily being extended from Hutcliinsoii to the Gulf and will bo built northward williin the next year. If the bonds to secure it are not voted, tlie riuoslion will be submitted to counties east and tlioy will in all probability get the road. Cmi wo atroi-d ti lose it, in view of all the advantages which would aocruo from Its constructioii'i' In niiiection with what has been said the road some good argument will be found in lis favor in another column, showingJhe savjng in freglit rales to Kansas farmers by the making of a deep water harbor on the pulf, and the nistructiou of linos leading to it.
