ARIZONA REPUBLIC WEDNESDAY, APRIL 19, 2006 B7 State Democrats seek early caucus the others. Alabama, Arkansas, West Virginia, Colorado, Michigan, Mississippi, Nevada and South Carolina are also expected to vie for an early primary or caucus. "The earlier you are in the presidential contest, the more influential you are in the process," said longtime Democratic operative Fred DuVal, who worked in the Clinton White House. "The national attention on Arizona will be enormous. Arizona could be the first real test if Vilsack gets in the presidential race." DuVal said Arizona has big urban centers such as Phoenix, Native American tribes and rural areas that reflect the heart of the Southwest and make grassroots campaigning a realistic possibility.

If Arizona had a caucus, the Democratic Party would pay for it. A state presidential primary is paid for by taxpayers. In an unusual twist, there is a possibility that Arizona could have a caucus for Democrats and a primary for Republicans on different dates. The Arizona Republican Party has not decided if it will try to move up its primary. Some Republican operatives are still pondering the idea of a Western presidential primary where voters in states such as Arizona, Utah, Nevada, Colorado and New Mexico would go to the polls on the same day.

Once again, the idea is to draw more visits from the GOP presidential candidates to their states. Republican consultant Bert Coleman, who helped organize college campuses in Iowa for the first President Bush in 1988, said a caucus would force candidates to spend lots of face time in Arizona. "It would require East Coast candidates to spend a tremendous amount of time and money in Arizona," Coleman said. "Therefore, it would only appeal to those candidates with virtually limitless resources. The real winner would be the Arizona Democrat Party's bank account." There is a big caveat.

New Hampshire will fight to keep its coveted spot in the presidential sweepstakes. New Hampshire lawmakers passed legislation aimed to keep any state from holding a caucus between Iowa and New Hampshire. The DNC is expected to make its decision on the presidential calendar sometime after this November's election. It will allow one or two states to have an early caucus and one or two states have an early primary after New Hampshire. An Arizona presidential caucus would mean that candidates and their staffs would have to spend months in Arizona doing retail politics.

"The demographics and politics of our state are popping up on the national radar screen," said Rep. Steve Gallardo, D-Phoenix. "No other state is dealing with illegal immigration like us. We have so many critical issues facing us that affect the country. "Why not Arizona?" Arizona has jockeyed for presidential position before.

In 2003, Napolitano signed an executive order moving the state primary up to Feb. 3. In 1996, then-Gov. Fife Symington engineered a Feb. 27 primary for Republicans to draw national attention and boost the chances of thenTexas Sen.

Phil Gramm, the man Symington backed for president. Baptist Foundation trial to continue, judge says By Michael Kiefer THE ARIZONA REPUBLIC The judge in the sevenmonth-long Baptist Foundation of Arizona fraud trial refused to declare a mistrial or impose sanctions against the prosecutor after a defendant admitted on the stand he had lied under oath several times. Maricopa County Superior Court Judge Kenneth Fields scolded the prosecutor, Assistant Arizona Attorney General Don Conrad, for not disclosing the information to defense attorneys, but he ordered the trial to go on and the witness to retake the stand.

The foundation's former president, William Crotts, and the former legal counsel, Thomas Grabinski, have been on trial since mid-September, charged with three counts of fraud, 27 counts of theft, and two counts of illegally conducting an enterprise that stem from the foundation's 1999 failure. More than 11,000 people lost more than $550 million of investments that they thought were "doing the Lord's work" while earning high interest rates when the foundation went bankrupt. Five former Baptist Foundation officers and associates pleaded guilty to felony charges, and one is awaiting trial. Donald Deardoff, who was a vice president and the principal accountant for the defunct foundation, entered a plea agreement in 2001 in ex- Katherine 'Sis' Cozad of Sun City passed away on March 14. In 1936 she returned to Morgantown after marrying William H.

Cozad, and they spent the next 34 years there. Sis volunteered in many organizations over the years, including the Morgantown Service League, Chi Omega Alumnae, Red Cross, and hospital auxiliaries, while helping Dr. Cozad in his dental practice. They fell in love with Arizona on a trip west in the late 1940's and returned every winter, for many years to Wickenburg and later to Scottsdale, where they retired in 1970. In 1973, they moved to Sun City.

Sis was a realtor with Ed Post Realty in Scottsdale, volunteered at the West Valley Art Museum and Boswell Hospital, played golf into her late 70's, and enjoyed bridge with her friends. She belonged to American Lutheran Church of Sun City, White Mountain Country Club in Pinetop, Union Hills Country Club, West Valley and Phoenix Art Museums, Heard Museum, and Phoenix Zoo. Although slowed down in recent years by osteoporosis, she always retained her wonderful spirit and enthusiasm. She was predeceased by her sister, Garnette Kendall, in 1963, and her husband of 48 years, William Cozad, in 1984. She is survived by her daughter and son-in-law, Nancy and Charles Naeser of Herndon, VA; her niece, Carole Savan of Akron, OH; two grandchildren; and two greatgrandchildren.

But when Deardoff took the witness stand April 5, he told the jury that he had lied about the accuracy of accounting statements when he spoke under oath to defense attorneys and prosecutors and in a sworn deposition to attorneys for the Arthur Andersen accounting firm, which was sued over the foundation's failure. Attorneys Michael Piccarreta, who represents Crotts, and Daryl Williams, who represents Grabinski, called foul.

And when they learned Conrad has known about the deception since early in the trial, they demanded the judge either dismiss the charges entirely, declare a mistrial, or at least bar Deardoff from the witness stand. "These are lies that go to the guts of the case," Piccarreta said. Conrad countered by saying that Deardoff, 48, of Peoria, had given a truthful version of events in his plea agreement. "He's a liar and everyone knows that," Conrad said. Fields called a recess for a week as the opposing attorneys prepared their arguments and held a hearing the matter Monday.

Then on Tuesday morning, Fields ruled that under law established by a 1963 U.S. Supreme Court ruling, Brady vs. Maryland, Conrad should have made the disclosure. But he determined that the lack of disclosure caused no harm to Crotts' and Grabinski's cases. auer, head of Mesa's arts program for 25 years, who advocated the creation of Mesa Arts Center, which opened last fall.
