And port officials would like to use those shells. A system of dikes encloses more than 100 acres of port land where in the past, mud dredged from the harbor was dumped. Some of these spoil sites are filled to capacity and need to be stablized so the land can be built on in the future.

Scallop shell acts as a bonding material in a mud pit, Rowland explained. Add some sand and the mixture makes a very good, hard stable soil, he said. "We have enough land in need of stabilization now to handle every scallop shell that comes into this port for the next 20 years. This is a free disposal site for a port product." Ken Karpinski, assistant port manager, estimated it would cost taxpayers $100,000 per acre to have private contractors do the work. Using port equipment and crews, it will cost about $50,000, he said. All spoil sites are permitted for fill so the port already has the necessary permits from the corps to Karpinski said.
