Add some sand and the mixture makes a very good, hard stable soil, he said. "We have enough land in need of stabilization now to handle every scallop shell that comes into this port for the next 20 years. This is a free disposal site for a port product." Rowland is already using shells from )hree other scallop processors to stablize a 7.5 acre site on the north side of the port's harbor. Using dump trucks, tractors and a bulldozer purchased from federal government surplus for less than $7,000, port maintenance crews cover shells dumped in the former spoil site twice a day. Ken Karpinski, assistant port manager, estimated it would cost $100,000 per acre to have private contractors do the work.

Using port equipment and crews, it will cost about $50,000, he said. All spoil sites are permitted for fill so the port already has the necessary permits from the corps to proceed, Karpinski said. The areas hadn't been developed before because'of cost, he said. "It's, the sort of story that brings tears to everyone's eyes," Karpinski said. "It is a savings to the public by knocking our developmental costs down and gives Lambert a place to dump his shells and keep his business going." Lambert disputes that the port has the required permits to bury scallop shells.
