"An OSHA Inspector found the violations at unfinished Vista Royale condominiums on Pec. 11 and 16 after1 a construction worker complained to the federal safety agency, OSHA Area Director Jose Sanchez said. Two weeks after the JrTspectot found the violations, a fire broke out in a Vista Royale condominium when a plumber caught pipe insulation afire with a welding torch.

The plumber said he could not find a fire extinguisher and the blaze caused $5,000 damage before the Vero Beach Fire Department put it out. Lack of fire extinguishers was one of the seven violations, OSHA cited. Among others were: employees not wearing hard hats, building materials near the edges of floors without barriers to keep the material from falling, no guardrails on some of the open walls of the unfinished I wo story condominiums Of in adequate guardrails; debris in work areas and passageways; flexible electrical cords with improper splices'. Sanchez said the first three viola tions "are considered serious' and resulted in the $700 fine. "Theseviolations are fairly common," Sanchez said "I would say we find them on 90 percent of con struction sites, especially with the safetybamer rules Bob GaskilJ, Vice president of Vista Properties of Vero Beach, Inc said the OSHA inspector visited the construction site again two weeks ago and found the violations corrected.
