Building Project By Ti-Co Airport Authority By KEEFER TODAY Staff Writer The Airport Authority has launched a major building program, including new hangars, resurfacing runways, installing new landing systems at Ti-Co and commissioning a 20- year master plan for the authority's three airports. The authority Wednesday gave its new executive director, W. Lloyd Lane, the go-ahead to construct four, 1-plane T. hangars, two at Merritt Island Airport, to replace those destroyed by last year's tornado, and two new ones for Ti-Co. Ti-Co already has two of the $50,000 structures, but both are filled, and 13 planes are on the' waiting list for hangar space.

Lane was also instructed to work on engineering designs and grant applications for a $100,000 -resurface job to Merritt Island Airport. If a' strengthen the runway, at grant for the project is approved, the Federal Aviation Administration (FAA) would pay half the cost and the state Department of Transportation Gas Shortage Forces Sheriff's Budget Review Brevard Sheriff Leigh Wilson said Thursday he will try a budget-juggling scheme to make sure the sheriff's department doesn't run out of gas next year. "For the first time in preparing a budget, I'm going to ask for a special category for gasoline," Wilson said. "I don't know how much it will be, but I can assure the (county) commissioners that this money will be set aside. They can hold on to it except if there is a price increase," he said.

The department uses more than 300,000 gallons yearly and racks up more than 3 million miles on its 80-car fleet. Currently, the sheriff's gas is bought through the courity at slightly less than 24 cents a gallon. Wilson's men were almost stranded last month when Citgo cancelled its contract with the department. No other firms bid on the contract because "they didn't know if they could take care of us," Wilson said. Now the green cruisers are using Chevron and, in case of a shortage, they have priority over other county vehicles.

LEIGH WILSON for first time' Body Found in Woods An empty Michelob bottle and a glass half-filled with beer, the keys to a new gray Porsche and his wallet were the only clues pharmacist Dwight Tinsley left behind when he vanished from a Stuart motel room 20 months ago. Until Thursday, when road workmen found a body near Stuart in a woods, the 27-yearold former Merritt Island resident had appeared to have stepped off the earth's surface. Martin County Sheriff's Department spokesmen said they think the decomposed corpse is the missing Tinsley. Sheriff James Holt said there would be no word on the discovery or the results of an examination by Dr. H.

I. Schofield, 19th Circuit Medical Examiner, until this morning. Tinsley, a quiet young bachelor, failed to report for work at a Stuart drugstore Nov. "Tinsley had been scheduled to open the drug store at 9 a.m., but he failed to show up, and Francis W. Collins, also an employe of the store, went to his apartment.

There, he found Tinsley's wallet on a table, the television set turned on, the stereo set playing, a glass of beer on the table and Tinsley's locked car, a Porsche, in front of the apartment. The body was found near the location of the apartment. A Vero Beach man offered a $500 reward for information leading to discovery of Tinsley, or his body, at the time. The offer was made by Roy Schick, whose citrus plant in Vero Beach employed Tinsley's father, John Tinsley. The search for Tinsley, who was also an airplane pilot, led to contacts in New Mexico and many Florida cities, all fruitless.

The body is the second found buried in Martin County in the last few months. The decom-. posed corpses of two Ft. Lauderdale girls were found just inside the St. Lucie County line on Hutchinson Island in April.

Former Martin County Sheriff's Department Deputy Gerard Schaefer has been charged with those two deaths and is investigated in connection others. being, On Jan. 3, the badly decomposed, butchered body of Leonard Masar, 45, a Riviera Beach restaurant owner missing from his home since August 11, 1972, was found buried on Hutchinson Island in Martin County. Masar's body was wrapped in a rug and white plastic and buried in a shallow grave just off the old beach road. Brevard.

Deaths JOYCE L. PETERSEN Services for Mrs. Joyce L. Petersen, 38, of 210 Brandy Lane, Merritt Island, will be conducted at 2:30 p.m. today in the chapel of Wylie-Baxley Funeral Home, Cocoa.

Ownes of St. Petersburg; and her mother, Mrs. Katie L. Adkins of Merritt Island. NANCY KING Services for Nancy Lee King, 38, of 984 Miracle Way, Rockledge, will be at 1:30 p.m.

Saturday at Rockledge Baptist Church. She died Wednesday at Wuesthoff Memorial Hospital, Mrs. King was assistant office manager of the Prudential Insurance Cocoa. Survivors include her husband, Cecil two daughters, Miss Susan K. and Miss Mary S.

King of Rockledge; her parents, Mr. and Mrs. Gilbert E. Smith of Fellsmere; and one brother, Phillip J. Smith of Vero Beach.

Work has already started on land acquisition and preparation for a runway approach lighting system that will stretch more than a half-mile beyond the end of Ti-Co's main runway. The lighting and an ins-4 trument landing systems will be installed and maintained by the FAA during the next year.

It will allow the airport to operate under more adverse weather conditions than is now permissible under FAA regulations. The authority must purchase a 50-foot-wide strip of land extending about 800 feet past the current airport boundary to accommodate the lighting system. The authority has also agreed to build a new hangar to house AFTEC Ti-Co operation. Cape Kennedy Communications Inc. will move into the AFTEC hangar once a new one is built for AFTEC.

Lane was also directed to revise the revenue bond sinking fund to dislodge unnecessary fund surplusses in the account. Some $60,000 will be transferred to the Airport Improvement Fund, raising it to $165,000, Lane said. "We're not real hot to spend it, but when we find something that has to be done, we can do it," he said. The authority has also sent out "statements of work" to six engineering firms so they can bid on a contract to draw up a 20-year master plan for the airport. The firms have until June 20 to respond.

Lane said the FAA requires master plans before it will participate in major airport construction. Swindle Scheme Gets Man 4 Years No arrests have been made in connection with this death. A 47-year-old Indialantic man was given four of a possible 90 years in prison Thursday after he was found guilty of engineering one of Brevard's biggest swindles.

Malcolm Roberts, an officer of the Southwest Title and Abstract Co. of Melbourne, was sentenced to four concurrent four-year terms by Circuit Court Judge Robert B. McGregor. Auto Crash Suit Asks $1 Million A $1 million-plus suit hasbeen filed against a Mims man and his insurance. following a June 11 car crash that allegedly injured a Titusville youth.

Attorney William H. Roundtree filed the suit for F. D. Kilbreath of 1405 Country Club Titusville, and his 17- year-old son Floyd who, the suit said, suffered extensive and permanent brain injuries in the crash. The suit is against Charles H.

Hollmann of 1122 Sweetbay Mims, and the Government Employes Insurance Co. Floyd Kilbreath was a passenger in car when, through "negligence and carelessness," Hollmann hit another car on Holder Road, the suit said. The suit asks $1 million in damages and another $20,000 in medical bills. Roberts, charged with swindling $170,000 from escrow accounts with the firm from Oct. 6, 1972 to Jan.
