And the board, Chrlstensen said, was supposed to supply the city planning board and plan designer Sam Mutch with input. But Chirstensen said he was not invited to the last city planner's meeting, when three of Mutch's tentative proposals were to be discussed, until an hour before the meeting.

He also said he didn't know Mutch's revised design would be aired to the planners to night until he heard Mutch himself invite about 30 'people at a Rockledge Homeowners Association meeting last Thursday night. "It's my feeling that if I can't be notified on time, it they haven't got the' courtesy to invite mi, then they don't want me," Chrlstensen said at a planning board meeting Monday, "I Informed I was on the board (which would help decide the final plan) but don't know anything that' been going on. And I take violent exception to that," Chrlstensen said. "If they don't want us, fine. But I don't want any more lip Land Use Plan to Be Unveiled rRockleig''infmi nvironmenuily sound plan." Melbourne Budget May Be Presented By SARA tOOAT SMI WrUW A $13 million budget request described by city officials as "extremely austere" may be presented tonight to the Melbourne City Council if final revisions are completed In time, It looks like It's going to be very tight," said Melbourne Mayor Dick Donahue. "In the past, we've had some money we nursed out for the most critical projects, but this year, it's just not there. "The city manager started out using a knife to pare the budget, but then he went to a hacksaw, and it's possible we'll have to trim it some more," Donahue said.

City Manager Earl Watklns blamed the tight money on inflation. "Our supplies have gone up 23 percent in the last year, and gas Is nearly double," he said. "You just have to calculate the dollars you're going to get in and try to work it down to where the requests are within the dollars you've got and dollars don't go very far these days." Watkins said. He said the budget still Is undergoing final revisions and is being typed, but was hopeful it would be finished for tonight's meeting, at 7:30 m. at City Hall.

The council will meet sometime In the next two weeks to go over the budget and set priorities, But a date has not yet been set, Donahue said. The council also will discuss tonight a request tor funding from Carlton Teate, head of the Florida Injured Wildlife Sanctuary. Teate has requested money from the council to operate the sanctuary, located just north of Melbourne in South Brevard, after it Closed In early August for lack of funds. The sanctuary cares for Injured wildlife and sponsors Teste's lectures and films on Florida ecology and environment. The sanctuary previously operated on private donations of $2 3,000 a year.

"I'm most sympathetic to this problem," Donahue said. "I would hope between the county and other municipalities around here, theyre might be some help. "But the final questions will go to Watkins to see if he can fit 11 into the budget." The council also will discuss repealing city noise abatement ordinances for the Melbourne Regional Airport at tonight's meeting. The future of the now disbanded Citizens Advisory Committee, a group of Melbourne residents who were to have advised city officials on policy decisions, will also be taken up at the meeting. Giles admitted using multiple methods to kill his victims, Herring said, including combinations of strangulation, shooting and knifings. Except for the shooting victims, each was murdered in his car, then dragged off into the woods, Herring said.

And Giles confessed to having had, sexual intercourse with three of the victims after their deaths, he said. Only one murder scene was revisited by Giles, according to his testimony. "He rendered them helpless, then tied them up," Herring said. One girl said 'don't kill me' and agreed to cooperate but he said that didn't make any difference." After each killing, Giles returned home to his family, he said. Giles was sensitive to some investigator's questions and did not want to tell why he killed, Herring said.

"He said the desire' was building up for years. He said he intended to kill those two girls who got away from him." According to the confession, Giles had thought about the killings for years.
