The city won't release Hocking's report because it's still negotiating with Ellman. The city said it intends to make the report public with negotiation points blacked out." While the Ernst Young re port paints a rosy picture of the" project, Glendale officials said- the future could be even brighter since Ellman hopes to build as much as 1.6 million square feet of retail stores, it Ellman fails to deliver enough retail to cover the city's debt payments, the city will be able' to tap into arena revenues," which are otherwise con trolled by Ellman. The report said the develops ment would fill only a fraction' of the demand for restaurants" stores and specialty shops in the rapidly booming area that retail tenants should be- easy to secure.

Glendale commissioned the Ernst Young report shortly after signing a tentative deal with Ellman to bring the Coyotes to the West Valley. The report, completed in June, determined that revenues from sales, property, rental and other taxes generated at the site should be more than enough to pay off the $150 million in bonds. In fact, the report estimates that the taxes will generate $8.9 million more than needed, in current dollars. Jim Colson, Glendale's economic development director, said the city and Ellman are in the final stages of negotiating a development agreement for the 225-acre site, which will boast the arena, hotel, apartments, retail stores and restaurants. City Attorney Richard Flaaen said details of a preliminary agreement likely will be released in mid-September.

When he signed the deal with Glendale in April, Ellman said he had hoped to break ground by late summer or early fall to ensure the arena will be ready for the 2003-04 season. Groundbreaking now won't occur until December, but with an 18- to 20-month construction schedule, Ellman officials remain confident the building will be completed.
