Many older cities have grown more slowly in recent years or have even lost residents, which is what sets Phoenix apart, the bureau's Perry said. Phoenix has continued to post double-digit population gains in the 1990s, even though its suburbs are growing at a similarly rapid pace.

What most cities will be is bigger. Growth fed nearly every corner of the Valley's west side, from Goodyear, which exploded by 144 percent between 1990 and July of last year, to Peoria, which has posted a 70 percent growth rate. Even Wick-enburg grew by nearly 20 percent over the past eight years.

Census Bureau demographer Marc Perry said small to midsize communities are growing rapidly throughout the country, for different reasons. Some benefit from expanding urban centers, others from city residents fleeing to suburbs. Maricopa County status as the nation's fastest-growing county assures high rates in most of its cities, "but that's not the whole story," Perry said. "It becomes a case of looking at it on a map, at every city. It's hard to speak generally." Cities and counties watch population numbers carefully, and it's not just so someone can go update the sign at the border.

Many state and federal revenue sources are based on population, and to a growing city in need of money to serve new residents, every extra dollar counts. "It's critical we have as good a count as possible," Peoria Mayor John Keegan said. "It makes a tremendous difference in terms of state and federal money that comes into the city and the resources we have to provide services." "I was told by them that the radio towers produce radio waves of such a magnitude that the waves would cause significant health problems and affect the operation of appliances and automobiles," Byler says in the document. "In particular they told me that if a vehicle sits near a tower long enough that when somebody tries to open the doors that they would get shocked.

They have also told me that the radio waves would cause cancer." Seay called that allegation "an absolute lie," but Herlocker said there is nothing outlandish about Byler's affidavit. Herlocker, a former assistant broadcast engineer for a radio station in Albuquerque, said there is an ongoing national debate about the health risks that may be posed by radio transmission towers. "Radio-frequency burns not only are conceivable but nasty," he said. "I've had them." Now he is leading a recall drive against Feldmeier for a vote in which he and fellow supervisors voted 3-0 to approve the towers.

"From an ethical point of view, he (Feldmeier) probably was right in asking me to resign," Herlocker said. "But he has completely lost touch with the people in supporting these radio towers." Feldmeier said Herlocker failed to maintain the neutrality he expects from somebody who sits on a county board. Z-Spanish, the operator of KUET-AM (710), broadcasts with two 351 -foot towers on federal land northeast of Black Canyon City. It claims that the towers are inadequate for sending a strong signal to the Valley and elsewhere. Torres said the Bureau of Land Management won't allow expansion at the tower site, so KUET struck a deal to build seven towers on part of a 157-acre ranch operated by Howard Kale, a Valley horseman.

The 197-foot towers will be configured in such a way that KUET will get the signal that it needs but will be low enough under federal regulations to be painted with desert hues instead of reflective colors and don't have to be lighted at night. It's all part of an aggressive plan by Z-Spanish, which is based in Sacramento, for a stronger presence in Arizona, Torres said. The network also operates KLNZ-FM (103.5) in Glendale, KVVA-FM (107.1) in Phoenix, KCDX-FM (103.1) in Florence and KAPR-AM (930) in Douglas. Z-Spanish radio owns more than 30 stations and wants to own 50 and become publicly traded by late this year or early 2000. Some residents in Black Canyon City, including Linda Sortor, a real-estate broker, support the towers.

"The positive things that the community will get, including the equestrian park, outweigh the negative things that have been said about theni," she said.
