Broadway Road, Tempe. (480) 968-6678. HOURS: 10 a.m. to 9 p.m. Monday through Thursday; 10 a.m.

to 10 p.m. Fridays and Saturdays; and 9 a.m. to 11 p.m. Sunday. WHAT: The sign says it all.

Ted's serves hot dogs with all the works, Buffalo style, whatever that is. Other members of the sausage family get grilled there, too, including Italians and Bratwursts. There's burgers, too. Sides are a choice of fries or onion rings. Two people can get stuffed for less than $13, but credit cards are not accepted.

Eating an entire foot of anything really isn't wise. That is, unless you're talking about Ted's Charcoal Broiled Hot Dogs. Then it's a trip to charbroiled heaven. It's also the cheapest way going to get a taste of Buffalo. Inside you can find Buffalo newspapers, pictures of Doug Flutie, even pennants for the Buffalo Blizzard.

For those scoring at home, that's an indoor soccer team, not to be confused with the Bandits, a Buffalo lacrosse team. But enough about Buffalo. We're here to talk about hot dogs and there's plenty to talk about. ROBBIE: I've never been to Buffalo. The thought of "tasting" Buffalo makes me ill, and I can't get past the O.J.

Simpson thing long enough to appreciate the Buffalo Bills. But I do so love Ted's Hot Dogs. I can't believe I haven't been back here since college, which was not too long ago but a few years before the Buffalo Bandits won their celebrated 1996 World Championship of Lacrosse (their banner hangs on Ted's wall, along with every other banner with the word "Buffalo" ever minted). I hope Buffalo has recovered from the riots and looting that surely followed that win. CHRIS: Speaking of lacrosse, I couldn't decide what to order.

I try to be a problem solver, but this one was complex. Foot-long or jumbo beef? Bratwurst or Italian sausage? Should the United States be the world's policeman in Kosovo or just take care of problems at home? These thoughts danced in my head. Then Robbie said, "They have Barq's Root Beer," and that jolted me. ROBBIE: Barq's is the best root beer in the world because it has caffeine. A journalist without caffeine is like a car without gas.

Also, point of interest: Chris actually does think about Kosovo because he has been there. And he has eaten a Vienna sausage while standing in Vienna. So he has credibility. Me, you can ignore. CHRIS: For the main event, I went with the Italian sausage, snuggling in a heap of pep- Eers.

It was a tough call. But after the first ite, I knew it was the righj call. It was slightly crusty on the outside but as tender as a mother's love on the inside. The sausage and peppers had a kick but weren't overpowering. live paycheck to paycheck.

That's OK, we're used to it. But thank God we passed on doing a Twin Forks on Ruth's Chris (drum shot here). Ted's yummy Italian sausage and french fries, a foot-long hot dog and onion rings and two root beers costs a mere $12.30. ROBBIE: Was Ted's the best hot dog in the world? Oh, I don't know. A hot dog is a hot dog, and it's darn hard to fumble an order of onion rings.

But I have to give Ted's four stars for a finely prepared weinej that brought back memories of lost youth, an atmosphere that must make people from Buffalo (Buffalo-nians?) weep with nostalgia and for the wisdom to stock high-octane root beer. CHRIS: I give it four buns out of five. I would have given Ted's five out of five, but: I wasn't eating the hot dog in the middle of a baseball stadium. It wasn't Vienna. But if you're hungry for a dog, Ted's can't be beat.

Plus you can skip the 13-hour plane flight. Reporters Robbie Sherwood and Chris Fiscus, like all authors of Twin Forks, are not certified as Actual Gourmet Food Folks. Four out of five experts recommend caution when basing important lunch decisions on the above opinions. The insightful commentary runs in The Scene every Saturday. The fries were a nice surprise.

They looked and tasted like the ones at In-and-Out Burger. I always go there when in Vegas, so instinctively I tried to place a parlay on a Buffalo game. Robbie went with the foot-long dog "with everything, baby!" and onion rings a brave man he is. ROBBIE: My foot-long was indeed one foot long, and the hot dog artist expertly slathered it in mustard, ketchup, relish, salsa and dill pickles. The guys grilling and shilling looked like the same old counter crew from my college days when I was a semi-regular.

They didn't seem to recognize me, though. Perhaps it was because I wasn't paying with rolled up pennies. I wasn't paying at all, come to think of it. I had conveniently "forgotten" to stop by an ATM, and Ted's has a cash-only policy, so Chris was stuck with the bill. I'll get the check next time, buddy.

(Note to self: find new Twin Forks partner, quick). CHRIS: Suddenly, my life savings were gone in a flash, thanks to a co-worker's "didn't nit the ATM" scheme.
