Fife Symington has been hired to shape public-affairs programming for a new local television station targeting family audiences.

After a test-pattern weekend warm-up, UIIF Channel 51 (KPPX) is scheduled to begin transmitting a full-power signal of the new Pax TV network Monday morning, almost six months after the network's national debut. Jay Ileiler, Symington's chief of staff until the governor's September 1997 resignation following multiple felony fraud convictions, will be Channel 51's part-time station manager, whose duties could include hosting public-affairs chat shows and delivering on-air commentaries. Now a public-affairs corporate consultant, Ileiler was widely credited with influencing Symington's rightward ideological shift during his years in office. "I think it's fair to identify me as being on the conservative side of political issues," said Ileiler, 38. "But people who know me know that I've always tried to be a gentleman about it.

Paxson currently owns 49 percent of Channel 51 with an option to purchase the remaining portion, now owned by a limited partnership headed by Hector Salva-tierra, a former business manager at then-CBS affiliate Channel 10 (KOOL, now KSAZ). "Jay is working under my direction and following my plans," said Salvatierra. "We have not decided exactly what we want to do, or exactly when.

Ileiler will continue his consulting business, but said he is excited to be aligned with Paxson's family-friendly network. During the first week of the ratings-intensive February sweeps period, Pax TV averaged a 1.0 national rating in prime time, or 951,000 households. By programming older-skewing shows in prime time, Paxson is bucking the recent trend set by other broadcast networks that have aggressively pursued the younger audience demographics coveted by advertisers. According to ratings information gathered during the fall, the median age of Pax TV's viewers was 49.4. CBS was the oldest-skewing broadcaster (52.2 median age), followed by Pax TV, NBC (42.7), ABC (41.8), UPN (36.7) Fox (34.2) and the WB (26.7).

Not all of it will be public-affairs programs, but "that's what drove me to get into this in the first place," said Salvatierra, who began the broadcast-license application process in 1985.
