HOPEFULS', from Page Bl public. What jumps out from the numbers are the core values of Valley residents, Morrison director Rob Melnick said. Education is most important to 26 percent, while 22 percent say the status of youth and families counts most. Public safety is the top priority for 1 8 percent. The schools have had center stage in Hull's administration, Ferris said.

The governor helped push a capital funding plan through the Legislature when Arizona was under a court order to come up with a more equitable way to pay for building schools around the state. Now, Hull wants to boost the per-student funding that pays for running schools. "Money is not the answer, but it certainly helps," Ferris said. Hull is also concerned with ensuring the quality of teaching, he said, through appropriate pay and reforms at the state schools of education. Hull could not attend the forum herself because of a scheduling conflict, Ferris said.

Ferris said the governor has shown her concern for children by persuading lawmakers to adopt KidsCare, a program with state and federal funding that will provide medical coverage for 60,000 children of the working poor. The governor is reforming Child Protective Services, he said, and setting up a domestic violence coordination counselor in each county. She "enthusiastically endorses" strategies to prevent crime through programs that provide services for children before they get into trouble, Ferris said, but she wants them evaluated to concentrate on the programs that work best. Johnson argued that Hull and the Legislature miscalculated, and the capital funding plan will eat up money that's needed to run schools. He would put cash toward reducing class sizes.

Johnson also argues for stricter ground rules in schools: a statewide codfc of conduct that expels students, the first time they commit serious violations, such as carrying weapons, and alternative schools for the kids who are booted out. He's a big believer in school uniforms, although he conceded, "for this one, I take a lot of grief." Education and crime are "absolutely linked and tied together," Johnson said. To keep kids from getting into trouble, he favors providing two hours of after-school programs through eighth grade. He's also lobbying for a daytime curfew: Kids would be cited if they're found at unauthorized places during school hours, with community service as punishment. Sparking such ideas is one aim of the Morrison Institute report.

Unless people use the survey and analysis to search for solutions, it "has as much potential for lying on a shelf as for coming to life and making a difference," Melnick said. Dennis Mitchem, executive director of the Valley of the Sun chapter of Habitat for Humanity, wishes the report focused more on poverty. It's a simple equation to Mitchem: When you're poor, the quality of life is bad. "I don't think there's enough attention paid to that," he said. And since so many of the poor lack phones or don't speak English, he added, their opinions aren't likely to be represented in a survey.
