"It's a design that encourages people to come early and stay later," he said. "There won't be a rush of cars to Scottsdale and McDowell after an arena event, and you won't have people parking im the neighborhoods because all the parking will be free." The initial phase of construction will probably include the neighborhood retail component, Kaufman says. The developer also faces a fixed date for completion of the arena (fall 2001) in order to accommodate the Coyotes.

"The standard approach to a mall needs to be rethought," Rockwell said of the Los Arcos design. "This wouldn't work on the East Coast. "The main intersection (Scottsdale and McDowell roads) is either the first- or second-busiest in Arizona," Thomas said. "But businesses are failing there. "That tells us Los Arcos is not a real desirable place anymore. We have to provide a reason for 3,000 or 4,000 people to go there every day." Last month, the Ellman a Phoenix developer, unveiled a sprawling redevelopment plan that it thinks will give Valley residents a reason to come back to Los Arcos.

The plan encompasses not only the dying shopping mall, but property to the west and east. The 92-acre, $600 million project would combine a neighborhood retail center to the east near Indian Bend Wash, a hotel and conference center on the west side of Scottsdale Road and retail shops and an amphitheater in the middle. As designed, the new Los Arcos will have 1.1 million square feet of retail space nearly twice the space available in the existing mall and more than 13,000 covered parking spaces. Anchoring the project is a new arena for the NHL's Phoenix Coyotes. The surface and lower deck of the arena would be built below ground, with the roof extending only 10 feet higher than the former Broadway department store on the east side of the existing mall.

Bob Kaufman, senior vice president and general counsel for Ellman, says his firm plans to ask Scottsdale for economic assistance similar to what the city did to lure a Nordstrom department store to Scottsdale Fashion Square, three miles north of Los Arcos. In Nordstrom 's case, Scottsdale provided a tax break through lease payments made by the city for a nearby parking garage. "We're going to need assistance, but it will be focused on the economic benefits of the sales-tax revenues generated on site," Kaufman said. Kaufman says his firm originally intended to renovate Los Arcos when it bought the mall in 1996. Broadway bailed out of Los Arcos after the department-store chain was bought by Macy's and Sears will move to Scottsdale Fashion Square early next year. "The key to any mall is anchors, and when you don't have any, there's nothing to pull customers into the other stores," Kaufman said. The Rockwell Group, a New York architectural firm, was hired by Ellman to come up with a new plan. The proposal is essentially a mixed-use project that doubles as a town center.

"We wanted to create an environ ment that would have appeal as a gathering place, and also where the various components of the project would support each other," Rockwell said. As an example, Rockwell says, the theater, restaurants and shaded sitting areas would be used by people staying at the hotel and conference center on the west side of Scottsdale Road. As in a standard mall, Kaufman says, anchors are strategically placed around the project. The difference is that department stores won't be the anchors.
