Horizon will do an hourlong review of the ballot propositions on Oct. 27 and profiles of the candidates for U.S. Senate on Oct. 28. Finally, what about Art Bell? He's still off the air, and the theories seem to fall into a handful of categories: Hoaxpublicity stunt; contract squabble with new ownership, Clear Channel Communications; threat by deranged fan (discounted by the Nye County sheriff and others); illness (doesn't make sense); or attempts to muzzle Bell through some sort of secret government investigative unit.

Frequent Bell Richard Hoagland, who has theorized about a civilization on Mars, favors the latter. He told Ed Walsh on KFYI-AM (910) on Thursday morning that Bell was silenced by "rogue elements" in the government "to keep him from discussing an event that is supposed to happen on Dec. 7 somewhere in the Phoenix area." Speaking of ratings, Spapish-language stations lead the way in Los Angeles and New York for summer '98 in fact, the top two stations in LA are Hispanic.

The LA metro area is close to 40 percent Hispanic; New York's is more like 20 percent the same as metro Phoenix, where the Spanish-language stations languish at the bottom of the pack. MICHAEL CLANCY The Arizona Republic sonality who recently moved from KZZP-FM (104.7) to sister station KMXP-FM (96.9), has resigned to take a job in Washington, D.C. "The chance to work drive time in a Top 10 market doesn't happen often," said Ballard, who has been in Phoenix 19 months. "This is too huge an opportunity to pass up." Phoenix is now the 15th largest radio market in the country, according to the Arbitron the king of radio ratings services.

Ranked by population, Phoenix's 2.3 million people are 500,000 behind Seattle-Tacoma and just ahead of San Diego, Long Island and Minneso 3811 BeD Ri Steffi 03 PHysici Ttwapi low Meet our patients ft A Endermologie Cellulite reduction demonstration Erbium yag laser for fine lines ft wrinkles: faster Recovery Ultrasonic Liposuction Demonstration Find out about the new POWER PEEL Seafood Rpctatipant" FM RADIO 41 New Times: Best of Phoenix 1983.1991 1994 FEATURING THE "VALLEY'S LARGEST' SELECTION OF FRESH FISH SEAFOOD SALT CELLAR FAVORITES INCLUDE: Live Maine Lobster Shrimp Scampi Alaskan King Crab Cajun Seafood Yakimono Hawaiian Ahi Broiled Sea Scallops Maryland Crab Cakes Broiled Swordfish King Salmon Macadamia Mahi-Mahi Alaskan Halibut Superb Steaks HAPPY HOUR: 4-7pm and 10-lam Daily; 550 North Hayden Road Scottsdale, Arizona 947-1963 KNAIKPHF (88.3) SpanishChristian KEAR (88.9) Christian KBAQ (89.5) Classical KFLR (90.3) Christian KGCB (90.9) Christian KJZZ (91.5) NPR newstalkjazz KKFR (92.3) Urban top 40 KDKB (93.3) Album rock KSWG (94.1) Country KOOL (94.5) '60s oldies KYOT (95.5) Contemporary jazz KMXP (96.9) Rock adult contemporary KRXS (97.3) Album rock KUPD (97.9) Album rock KKLT (98.2) Adult contemporary KESZ (99.9) Contemporary Is Arizona's only African-Ameri-can-owned radio station about to be sold? Rumors have been persistent, but nojhing has happened. KMJK, known as Majik 107, has never been much of a ratings sue-cess. But Art Mobley, who has owned and operated the station for seven years, says it provides a unique service. "The African-American and Hispanic communities depend on us as fairly essential," he said. "Our first allegiance is to our communities." The Issue of minority participation in the broadcast media has taken on new urgency with the recent appointment of William Kennard as the Federal Communication Com- mission's first Black chairman.

Mobley says he -is aware of and has participated in efforts to maintain and promote additional minority-owned stations. Nonetheless, Mobley says, "If we get an offer we cannot refuse, we probably won't refuse it." Such an offer, he points out, has failed to materialize in the four or five years he has been receiving offers for the station. It is very important to not listen to the final tape of this book while you are eating.

Now, don't say you weren't warned. James Patterson, who already has won an Edgar Award for his deft ability to convey tension and terror, is at it again in this thriller that pits Washington, D.C, police detective Alex Cross who is also a psychologist against two psychotic killers. One is Gary Soneji, a sociopath who bears an old grudge against Cross and is determined to exact revenge on him and anyone close to him. Soneji is so detached from, humanity that he terrorizes cities with random, execution-style killings, just to'let Cross know that he's back and ready to do damage. Just when Cross thinks he has things under control, they really spiral out of control as the other demonic presence in this page-turner surfaces, In the narration, Alex Cross doesn't come across with the kind of weight and attitude that might have been better achieved with someone like Morgan Freeman or Yaphet Kotto.

Sudden Prey (Recorded Books, nine cassettes, Wi hours, unabridged) by John Sandford, read by Richard Ferrone. Minneapolis Deputy Police Chief Lucas Davenport, acting on a tip, is on hand when a credit union is held up and a robber is killed in a shootout. The victim turns out to be the wife of Dick LaChaise, who vows revenge on every officer involved in her death. In the campaign of terror that follows, it becomes apparent that it is the wives and husbands of the officers who are targeted and that deputy chief Davenport's family is in danger. A gritty reading by Richard Ferrone helps create an atmosphere of saturated suspense.

The song also will give a big boost to two upcoming CDs: Dion's holiday collection, These Are Special Times, and Kelly's R.
