Authoritarian ruler accepts ouster by voters BRATISLAVA, Slovakia Prime Minister Vladimir Meciar, Slovakia's authoritarian ruler for virtually all of its six years of independence, announced Wednesday he would step down when the new Parliament convenes Oct. 26. In an emotional appearance on state television, he also said he would not serve in the new legislature, and sang an impromptu farewell song to Slovaks with tears in his eyes: "God be with you, I did not hurt any of you." His ouster as premier was forced by last week's national elections, in which the governing Movement for a Democratic Slovakia lost ground to opposition parties. The opposition and some analysts had expected that the 56-year-old Meciar, who has been widely criticized for antidemocratic practices, might fight to cling to power. N.
