World's Deadliest Swarms will be an educational special with videotapes of locusts, bees, fire ants and the like. Oh, yeah, and piranhas.

Fox is entering the November sweeps with a whole satchel of revealing specials. Video Justice: Crime Caught on Tape 2 now occupies the 8 p.m. time slot Thursday in place of 413 Hope the series that made Fox executives bust their buttons a By John Carman San Francisco Chronicle The November sweeps begin today. Or, as they might put it at Fox, "World's Scariest Sweeps Month." For any other network, the sweeps mean new miniseries, big made-for-TV movies and those very special episodes of your favorite series. An all-Kabuki ER, for example.

Fox prefers the el-cheapo approach, as long as it can get its hands on actual footage of police chases, animal attacks, storms, Prisoners Out of Control apparently was wall-to-wall footage of riots. The show was delivered to Fox last week, and Peter Roth, the network's programming chief, pulled it from the schedule. It was that good. Prisoners Out of Control isn't necessarily dead, though. On Monday, Fox notified its affiliates that it will be "rescheduled for a later date." Christmas would be nice.

So, what to do? Now Fox had holes on two nights. Fortunately, Fox was able to now a scratch. It seems that the producers had promised that the special would have some redeeming feature, however scant. Guards and their dangerous jobs, maybe. This painstaking search for redeeming value doesn't signify a sudden streak of conscience or tastefulness at Fox, or the special wouldn't have been ordered in the first place.

No, it simply means that Fox needs some small handle to defend itself from accusations of being, well, Fox. floods, pestilences and almost prison riots. Prisoners Out of Control was a Fox special originally scheduled to follow World's Scariest Police Chases III next Tuesday night. It was to have been just that videotapes of prison riots. Presumably only the world's most entertaining prison riots, of course.

Fox was counting on it so much that it had the special penciled in twice on the November schedule, on Tuesday and again on Nov. 20. But Prisoners Out of Control is.
