agreement which informed business quarters in the Yugoslav capital expect to be signed shortly has as its foundation a ten credit of 200000000 marks from many at six percent interest Nobody can say just what equivalent of this many marks would be in United States dollars because I the value of the mark is arbitrarily fixed for such trade deals and It varies It might be $80000000 but likely would economic con trol In the case of Ger economic Influence already Is so great that the smaller Is so to speak a natural ally of the relch Yugoslavia is almost wholly depen dent on Germany to absorb more than fifty percent of the former's products Obviously with no alter native market the severance of this trade would be a catastrophe Germany's proposal of virtual di rection of the Yugoslav Industrial de velopment for a decade means that the reich intends to coordinate Yugo slav industry with German needs Germany projects to build a huge market for her manufactured goods and Increase those Yugoslav adjourn ment of congress around July 15 was discussed by legislative leaders today It wits said reliably to involve re duction of the present 2 1 2 per cent rate on undistributed profits to 1 1 2 per maximum tax of 18 per cent on corporation income with allowances to be made for loss carryovers and for revaluation of capital stock Pres ent levies run from 16 1 2 to 19 per cent depending on the amount of profits distributed with preferential treatment for small businesses hav ing earnings of 825000 or less The plan on which the Harrison group has been working calls for repeal of the had started nearly $50000 through business chan nels as more than half the eligible home relief clients participat ed As grocers lowered prices on sur plus foods to encourage both normal and stamp trade customers purchas ed so many commodities that more than $1000 in stamps were redeem ed by merchants to replenish deplet ed stocks i ederal surplus commodities cor poration officials relief clients and grocers expressed encouragement at the way in which It was working and foresaw greater participation as soon as details of its operation became more clear Eligible to participate are some 9 000 home relief cases 3000 old age pension cases 3600 WPA workers anc several thousand who receive relief and other forms of aid Those receiving home and vet relief have been the only ones to participate so far since they recelv ed their welfare checks May 15 the' day before the plant went Into ef fect The old age pension cases are expected to take part after checks are' distributed June 1 while WPA work ers will receive their pay about May Eligibility is restricted to those cases in the city alone ftpd partici pants must be certified either by the city county or welfare departments minimum and maximum amount of stamps which can be purchased A minimum of about $1 a week a person In the fam ily and a maximum of about $150 are set The participant presented his iden tification card at the SCC office where he buys orange stamps in 25 cent denominations good for any kind of food in the 1200 grocery stores With his purchase the SCC gives him fifty cents worth of blue stamps for every worth of orange stamps These blue stamps are good only for foods which the secretary of agriculture has designated as sur plus at present beans eggs butter flour dried prunes cornmeal and citrus fruits He then takes the stamps to any grocery store he selects and makes his purchases The grocers may use the stamps to purchase more food from wholesalers cash them at banks or receive payment directly from the SCC office SCC officials said approximately 4600 persons had purchased $31792 worth of stamps and have been given $15896 in blue stamps Relief clients express approval of the method Ralston Thayer 36 job less since last July and a relief recipient was the first to buy the stamps "I never received surplus foods be fore" he said "but the procedure seems simple enough and I
