Brooks takes great pride in the ads, which feature local young people. He also takes pride in occasionally pre-empting regular, shows and presenting programs about his church, sans advertising. Twice in the past year, he has devoted a weekend to airing his', church's General Conference meetings live from Salt Lake City. He admits that the shows got no ratings but said he got many letters of appreciation." 7 At other times, in a seeming contradiction, Brooks broadcasts, shows considered racy by some, such as The Simpsons, which is his station's highest-rated show, and Savannah, a prime-time soap opera that is WB's highest-rated show.

Brooks said he considers Savannah "an adult show" but has no problem with The Simpsons and' believes its jokes that are meant' for adults go over kids' heads. "I would love to have Little House on the Prairie on 24 hours a day," he said, "but it won't pay the bills." The office TV is turned on all the time to his station, although Brooks said he usually keeps the sound off until Little House on the Prairie comes on each weekday at' 1 p.m. "I watch it for relaxation," he said. His absolute favorite show, he said, is no longer Bonanza. It'a now Happy Days.

That show also runs on his station, of course. Communications which owns Channel 3 (KTVK). Channel 3 provides a half-hour of news each night to his station and does the station's programming, sales, marketing, engineering and other technical work. Brooks said his farming back-' ground helped prepare him for becoming a television executive. "Some people think farmers wear overalls and slop hogs," Brooks said.

"I haven't ever worn overalls, and I have never slopped the hogs, either." In fact, he spent most of his time as a farmer on budgeting, planning and other administrative matters the same things he does today. Brooks said he grew cotton, alfalfa and potatoes in Florence from 1966-86. He got into farming after attending Northern Arizona University for a year. At age 20, Brooks said he started leasing farmland. At 21, he started buying farm-- land in Florence "piece by piece." At one point, he had 800 acres but sold off 300 acres.

A new Pinal County jail and a private prison now sit on his former land. In 1986, he leased his remaining farmland and began his long quest to get a television license. Because of his interest in children, Brooks said he has helped develop several public-service ads teaching kids not to smoke and how to handle peer pressure. Others teach them not to get in cars with strangers or to shoplift. CHANDLER As a teenager growing up on a farm here, Gregg Brooks used to enjoy watching the long-running television Western Bonanza.

It was his favorite show. Although he's 50 now, Brooks still watches Bonanza. And it's still among his most favorite shows. But Brooks now watches the drama on his own television station, KASW (Channel 61), which was launched in the Valley in September. Brooks, a third-generation farmer from Chandler, received a license to operate the station in 1993 after devoting seven years to boning up on how to get a license and fighting it out with three other applicants.

Not bad for a mild-mannered, soft-spoken farmer who went to pollege for only a year and knew Virtually nothing about the television business until a few years ago, when he hired an engineer and a Washington, D.C., lawyer who specializes in Federal Communications Commission matters to help him obtain and run a station. Brooks, who is uncomfortable with interviews and not the least bit flashy or flamboyant like many slick television executives, 6aid he developed an interest in broadcasting after talking with a now-deceased relative who worked at radio stations. The new law would save American Sky Broadcasting between $5 million and $6 million and make Gilbert competitive with the other two possible sites. Bruce Sankey, spokesman for the Arizona Department of Commerce, said his agency would have an economic impact study prepared for legislators today that details the benefits of attracting a communications facility to Arizona. If the communications center comes to Gilbert, it's likely to attract additional production facilities and a customer service center, according a Department of Commerce memo sent to legislators.

Arizona already gives sales-tax exemptions for manufacturing equipment.

The law doesn't include telecommunications equipment because the law was written before such technology was devel tions, the communications facility will pay millions of dollars to the state, town and school district annually through industrial property taxes. It will bring about 100 jobs for engineers and other skilled employees, Tilque said. The estimated $100 million construction cost could make the facility the largest single capital investment in town history, he said. The legislation would help bring the project to Gilbert but wouldn't guarantee it, Sankey said. Gilbert has higher property taxes than the other two locations but is a strong contender thanks to climate, an educated work force and existing fiber-optic cables, he added.
