The movie fails to answer the big question: Why purple Spandex? It also falls to create excitement However, as a kids' movie, It's bet-' ter than Dragonheart, although not by much. Surprisingly heavy violence for a picture pitched to kids.

KEAVEJTS PECCKS An alcoholic ex-cop (Alec Baldwin) Is drawn back into the deadly world of New Orleans drug dealers and gangsters when he tries to protect his family. Not much mystery and nothing spectacular in the way of suspense or action, but convincing performance by Baldwin in a deft crime tale. (R 132 minutes) N. THE KCrSErUI CX TXE RC5F Grand French epic about an army officer (Olivier Martinez) and a mysterious noblewoman (Juliette Binoche) who fight their way through the south of France in 1832, pursued by the army, lynch mobs and a cholera plague. The adventure is exciting and intelligent.

I SHOT ANDY WARHOL Biographical drama about the lesbian, prostitute and intellectual revolutionary (Uli Taylor) who created SCUM (Society for Cutting Up Men), then tried to assassinate Pop Art icon Andy Warhol.

Taylor (Say Anything) is daring and brilliant in this explicit portrait of a hard-core New York degenerate. Plays at the Harkins Cornerstone in Tempe. (R 103 minutes) S. ITS MY PARTY An architect (Eric Roberts) dying of AIDS throws himself a going-away party. Plays at the Valley Art in Tempe.

(R 1 09 minutes) (Not reviewed.) MISSION: IMPOSSIBLE Tom Cruise, as star and producer, creates a clever spy movie that stretches the realm of the possible without insulting your intelligence. Don't let anyone tell you the details of the story about a team of spies trying to trap a traitor. You'll want to un DENSE CALLS UP A bittersweet comedy about some upscale New Yorkers who spend all their time talking on the phone. Cinematic Ingenuity and solid comic pacing make the story funny and bleakly moving in its depiction of the emotional confusion of people who are virtually not present in the most important moments of their lives. Plays at the Harkins Cornerstone in Tempe.

(PG-13 80 minutes) S. DRAGONHEAD Dennis Quaid stars as a knight who teams up with the world's last dragon (voice by Sean Connery) to battle an evil king in this mishmashed adventure that's as silly as it is feeble. The dragon sounds goofy talking like Connery, and it looks like a Muppet on steroids. Dragonheart is surprisingly bloody considering that its only potential audience is kids younger than 1 2. WORLD'S CSST 1995 All movies would be great if they were two minutes long. Wonderful previews for what turn out to be lousy movies prove that. Here's a collection of minimovies even better than previews because they're shorter. Each film runs IS, 30 seconds long, a minute tops. Yet they manage to spin stories, make you laugh and even fall in love for 30 seconds at least, which is longer than some romances last.

World's Best Commercials 1995 is a 70- minute collection of 100 TV commercials from around the world. They pack more laughs than any other comedy this sum- -mer and as much story line as some. The collection includes an extensive section of public-awareness ads that will move your heart as they illustrate the problems of' smoking, drugs, world hunger, sexual rassment and violence on TV. There are a few duds, but they're passed over so quickly that they don't hurt as much as lame jokes in a dumb Hollywood come-dy. This year's compilation features more American commercials than most award-winning collections.

The Pepsi ads are as clever as anything dreamed up in England, Japan or rance, where much of the world's" best work is done. World's Best Commercials reminds us that advertising can be an art as powerful as po-' etry when it's done right. The movie plays only at the Valley Art in Tempe. Unrated, it contains much that is outrageous but little 1 that is offensive. BobFenstex CtiLECUY Jim Carrey is nutsy as ever, but this time he also turns scary in a dark comedy about a cable Installer who drives a customer (Matthew Broderick) nuts through excessive friendship.

Carrey shows unexpected talents for creating cheap creepies as well as frantic antics. Whether his fans will like the slightly new Jim Carrey or not remains to be seen. (PG-13 91 minutes) (Reviewed on Page D1 .) P. COLO COMFORT FARM Droll English comedy, set in the 1 930s, about a meddling young woman who attempts to straighten out the lives of a passel of crazy relatives. Plays at Harkins Cornerstone in Tempe.

(PG 105 minutes) (Reviewed on Page D9.) MOLL FLANDERS Robin Wright (Forrest Gump) stars as an 1 8th-century English prostitute who endures an endless series of ordeals as she searches for a better life. Wright's performance, which provides little illumination of her character or times, leaves the movie in the realm of dreary, unconvincing melodrama. (PG-1 3 1 23 minutes) (Reviewed on Page D7.) S. WORLD'S BEST COMMERCIALS 1995 This collection of award-winning TV ads from around the world packs more laughs and better stories than the rest of the summer's comedies. Plays at the Valley Art in Tempe.

(Unrated 70 minutes) (Reviewed on this page.) STILL PLAYING TKEKCX A chemical-weapons expert (Nicolas Cage) and a mysterious prisoner (Sean Connery) lead a counterattack against renegade Marines who threaten to destroy San Francisco. You will enjoy the pyrotechnics and battle stunts as long as you don't trip over any of the gaping holes In the plot. The Rock is entertaining enough for a summer action flick. But a movie this b(g ought to be better, tighter, slicker, faster. Too violently gruesome for kids.

(R 129 minutes) S. SCI BILXO Steve Martin stars as the motor pool's master gambler who thinks that the Army's slogan should be "Bet all that you can bet." The laughs never stop, and Martin is a wild and crazy guy once again, the funniest he's been since All of Me. Kids over 10 should enjoy the nonsense as much as adults nostalgic for the old Phil Silvers TV show. (PG 92 minutes) P. SPY HARD Another Leslie Nielsen spoof, this time of spy movies, with dozens of gags running a short gamut of humor from mime jokes to rude body-noise jokes.

There are plenty of other dumb comedies coming out this summer. Some of them will have to be funnier than Spy Hard. (PG-1 3 85 minutes) N. THE TRUTH ABOUT CATS DOGS A reverse Cyrano comedy about a confused man (Ben Chaplin) who doesn't know whether he's in love with the plain, Intelligent woman (Janeane Garofalo) he's talked to on the phone or the dim beauty (Uma Thurman) he mistakes her for. The three stars are terrific together.

A clever script and sharp direction keep the comedy lively and light without slipping into silliness. A semishocking sex scene makes the film a good date movie, although not for a first date. (PG-13 100 minutes) S. EDDIE Basketball comedy with Whoopi Goldberg as the ultimate fan who becomes coach of the New York Knicks when the new owner wants to pump up fan support. As usual, Whoopi is funnier than the rest of the movie.

If this comedy were in the NBA, it would like the Suns just squeak into the playoffs and not go far. (PG-13 100 minutes) P. A FAMILY THING Robert Duvall and James Earl Jones star as mutually antagonistic strangers who find out they're half brothers in this profound, uplifting story about how racism affects ordinary people. For examining the deeper meanings of family ties, Duvall and Jones should be early contenders for next year's Oscars. If you love movies that make you think and feel at the same time, don't miss A Family Thing.

(PG-1 3 110 minutes) N. FLIPPER (Reviewed by Cathryn Creno) Forget Flipper if you're a baby boomer looking to bring back idyllic memories of the '60s TV show. Flipper the movie wasn't made for boomers. It was made for their kids. Whether grown-ups like the film will depend on how much youthful outrage they can muster over '90s issues such as ani ravel this one for yourself, surprise by surprise.

Based on the '60s TV show, Mission: Impossible is a terrific summer movie. The only problem: That irresistible theme song will get stuck in your mind. (PG-13 111 minutes) V. NUEBA YOL Mediocre drama about an immigrant from the Dominican Republic who dreams of striking it rich in New York City. Many other movies have told this story before and better.

In Spanish with English subtitles. (Unrated 1 04 minutes) P. THE ARRIVAL Charlie Sheen stars as an astronomer who discovers an alien conspiracy threatening the human race. The Arrival is too sluggish to be the summer's big alien-invasion movie. That impact will belong to the much anticipated Independence Day.

But The Arrival is not a bad gamble for science fiction fans, although the ideas inside it are more interesting than the movie itself. (PG-13 109 minutes) N. Bill Paxton) or their rivalry with a team of evil meteorologists. Still, if you're hooked; on high-voltage special effects, Twister will give you a charge. (PG-13 116 minutes) v.

ONCE UPON A TIME WHEN WE WERE COLORED An affectionate memoir of 1 950s life in the black section of a small Southern town. This drama, about the importance of family in raising children properly, is based on the book by Clifton Taulbert and lovingly directed by Tim Reid (WKRP in Cincin TWISTER A team of scientists chases tornadoes, then the twisters chase the scientists. The storms are spectacularly created, but the story between the storms has all the power of a May shower.
