Thf Arizona Republic Wednesday, June 28, IWS Dem party chairman to take on Hay worth I KEVEN WILLEV Republic Political Columnist Symington to undergo surgery on shoulder injured while skiing Gov. Fife Symington will undergo arthroscopic surgery to repair a shoulder injury he suffered while skiing, his office said Tuesday. The surgery is scheduled for 7:30 a.m. today at a local surgical center, according to a statement released by Symington's office. Dr.

Edward D. Campbell who will perform the operation, said it will involve two incisions in Symington's right shoulder and the insertion of a surgical scope to decompress and clean the injury and to remove bone spurs. Campbell also said he will attempt to repair a tear to Symington's rotator cuff, but if that procedure is not possible through the use of a scope, another incision will be made to complete the repair. Motorist admits hit-and-run, police say Samuel Owens told police he looked through his car's rear-view mirror and saw Sherri Thompson fall over while bicycling. Tcmpe police believed him until Tuesday.

Owens, 33, of Chandler, was booked Tuesday on suspicion of felony hit-and-run, Officer Les Strickland said. "Just through questioning, he finally fessed up," Strickland said. "He admits to being asleep or falling asleep. He heard a thud, then looked back to see a person in the road." Owens pulled over and told police what he "saw." Until Tuesday, Tempe police weren't sure whether Thompson had been hit or had just fallen from her bike in the June 13 accident in the 6000 block of South Price Road. Owens admitted his guilt during a routine follow-up interview, Strickland said.

Owens had a damaged right rear-view mirror at the accident scene but police could not prove it was damaged in an accident, Strickland said. Owens remained in jail Tuesday night on an outstanding warrant for fraud, he said. Thompson is recovering from multiple injuries. She has more than $30,000 in doctors' bills. Domestic fight ends in wife's fatal stabbing A domestic quarrel turned into a deadly knife fight Tuesday in Phoenix when a woman was stabbed to death, police said.

Her husband was hospitalized with stab wounds. Laura Muhowski, who was in her 30s, died as the result of several wounds Not til Democrats in Arizona have shriveled up and blown away. On of ihem the state party chairman, no less already is making plans to challenge Rep. J.D. I lay worth in the 6th Congressional District next year.

Phoenix attorney Steve Owens will resign his party post next month. Though he insists his resignation is independent of his challenge to Hay worth, Owens confirms that he plans to formally announce his campaign this fall and raise more than $500,000 for the bid. "I sent a letter to state committee members last week advising them that I'll be stepping down as chairman on July 15," Owens told me. "There will be a special election that day at the state committee meeting (in Phoenix) to elect the new chairman." Making the decision to resign easier for Owens, who only reluctantly ran for re-election as chairman in January, is former Rep. Sam Coppersmith's interest in succeeding him.

Coppersmith, who returned to private law practice after losing a bid for the U.S. Senate last fall, is the only known candidate for the job so far. The congressional contest promises to be a hot one. Retorted Hay worth from Washington, via an aide, When informed of Owens's intentions: "We welcome to the district the state's leading advocate for the policies of Bill Clinton's Big Government Us' in the form of this liberal political-party operative in search of a district. "Hayworth is nothing more than part of Gingrich's foot-soldier parade in Washington." Owens charged that Hayworth has voted with Gingrich 98.6 percent of the time, tying him for third among 73 Republican freshmen: "This is a man who can't think for himself." But what if most CD6 voters Me the Gingrich agenda? "I don't think most of the district's voters want Medicare cut by $300 billion.

I don't think most of the district's voters want student-loan programs gutted, or children and the poor to carry a disproportionate share of the burden in balancing the budget," Owens said. Owens also blasts Hayworth for "waffling" on term limits. Owens supports term limits. Hayworth campaigned as a supporter of them last fall, but sounded more circumspect about them during a June 1 interview on KAET-TV (Channel 8). "I believe we put ourselves at a very real disadvantage if we don't have uniform term limits," Hayworth told program host Michael Grant, according to a transcript of the interview provided by Owens.

When Grant suggested that Arizona voters made clear their support for term limits, uniform or not, by passing them in 1992, Hayworth dodged: "I don't know. To tell you the truth, I've not really heard from my constituents. They haven't said, 'Hey, we want you out in six So can Owens win? Owens thinks to. I don't know. Owens will run a provocative and aggressive campaign rm longtime friendship with Vice President Al Gore will help but Owens will have his work rut out for him.

Hayworth got a bum rap last year as an airhead former sportscaster who was all style and no substance. Hayworth did his homework, raised big bucks from right-w ing political-action committees and pummcled the Democratic incumbent, Karan English. I dislike Hay worth's style and often disagree with his substance, but he'll have the support of the Gingrich Gang and will be tougher to unseat that most Democrats expect. Even in a district where Democrats outnumber Republicans, 46 percent to 43 percent. Those Democrats are rural and conservative.

Owens's success will hinge on two things: Developing a quick, sharp message that ill become an icon for what's wrong with Hayworth. And his willingness to do more than simply wail about GOP deficit-reduction plans. The fact is that something has to go to balance the budget. If Democrats don't like GOP plans, they have an obligation to present realistic, responsible alternatives. Clinton is doing this.

Congressional Democrats aren't. This promises to be a feisty race. Let's hope it's also informative. "I hope he can read a road map better than he can read the views of the people of the 6th District, because if he could, he would know the people have emphatically rejected big government, socialized medicine and failed liberal social-welfare policies." Owens acknowledged that it was only last week that he moved into the district, which includes parts of Scottsdale and most of northeastern Arizona. But Owens said he and his wife have been hxking for a bigger house since the birth of their second son earlier this year.

The move was not a big one from east Phoenix to Scottsdale. So what will be the major issues of the campaign? Hay worth, Hayworth and Hayworth, according to Owens. "This is a fellow ho is far more interested in dancing to the tune of Newt Gingrich than in doing what's best for the district," Owens said. Assessor, state still fighting over missed taxes during the struggle with her husband, Gerald, 39, in their northwest Phoenix home, said Detective Mike McCullough, a Phoenix police spokesman. Although neighbors said the couple had a history of domestic battles, police records do not verify a track recoid of domestic abuse, McCullough said.

Mom indicted in meat-cleaver attack on girl A Chandler mother has been indicted on three counts of child abuse in the slashing of her daughter with a meat cleaver, Maricopa County Attorney Rick Romley said Tuesday. Swee I mm Julin, 34, was arrested Friday after a neighbor called police and reported that the woman's 1 1 -year-old daughter had shown up on his doorstep, bleeding from slushes across her feet and lower legs. The three incidents occurred in March, May and June, according to the indictment. Police said they found nearly 20 gashes down the girl's legs, some fresh and bleeding, others healing but oozing from infection. The girl and her 10-year-old sister, who showed no signs of physical abuse, are in the care of Child Protective Services.

Romley said authorities are looking at what role the girl's father played in the alleged abuse, but he has not been arrested. POLICEFIRE ROUNDUP ASSESSOR: from page Bl admits that neither she nor members of her staff have gone to the Assessor's Office to look at the actual numbers. "I'm not the expert. I'm basing my facts on audits," said Daniels, referring to five audits of the Assessor's Office, the most recent from June 1994. In calculating problems with escaped property in the county, Daniels also relied on Department of Revenue abstracts and building-permit reports from the Arizona Real Estate Center process to illustrate the problems.

They focused particularly on commercial property being undervalued, missed or misclassified. "This is not a personal vendetta (against Corpstein)," she said. "That's not my style. We have over 20,000 appeals annually so there's a problem with the property on the rolls. I don't know of any other counties with so many appeals." Daniels believes that many of the mistakes are due to an antiquated computer system, a decadeslong problem in the office.

at Arizona State University. The director of the center, Jay Butler, and building-permit expert R.L. Brown, publisher of the Phoenix Housing Market Letter, said using raw building-permit data to gauge escaped property is far from scientific. "It would be really hellacious to take the number of permits published by anyone and add them up and make a comparison," Brown said. The problem is that a large portion of those building permits do not add value to the rolls, Butler said.

Daniels said she and her staff have followed some permits through the However, the Department of Revenue, the oversight agency for county assessors, would prefer to stay silent, spokesman Dan Zemke said. But he does not believe there is a "massive" problem with escaped property in the county and believes Corpstein is making a strong effort to rectify the problems. Last year, the department helped canvass parts of the Valley to find escaped property. Employees identified 1,944 residential improvements and homes, adding $222 million to the tax rolls. That should provide about PressLm.
