Altl RADIO CHARLIE VAN DYKE Correspondent Under the old rules, station operators were "trustees in the public interest," caring for the broadcast space that you and I own, obligated to ascertain the needs, tastes and desires of the community they serve. That's gone, too. You will hear what big business decides to play.

That's not good radio. But that's what lobbying Washington will get for an industry that can afford to pay for what it wants. What have you lost? All input. You now have almost no control over the airwaves you used to own as citizens before the law changed. An industry that used to be fired by imagination, accountable to the community it served and responsible to a governing body that operated by understandable rules is now wondering what happened.

This change was not a good one. It is time to make a big noise if you ever want to be heard again. Wedding bells Dave Pratt, the rock and roll reverend at KUPD (97.9), joined more than 50 couples in marriage at the Hard Rock Cafe on "The Day Of Hearts." The party atmosphere included tears of joy from those who were united. Robin Winfrey and Jason Crooks were eloping. Nobody knew? "Just the people at Dillard's where we bought the dress." Ladies and gentlemen, start your engines!" Just days after new rules regulating radio ownership went into place, the race is on to grab Phoenix properties.

Jacor Communications will acquire Citicasters, owner of 19 radio stations, including classic rock KSLX AM and FM (1440 and 100.7). Jacor is like the old Pacman video game, hungry to bite into as many radio stations as it can. This big bite reportedly cost $800 million. In transactions like this, some stations are spun off because the new owners have a master plan. Jacor will try to add more stations here.

It likes to dominate major markets, and it owns more than 50 stations across the country. There is a definitive Jacor "attitude" that brands its stations. Its execs are going to do what they want to do. Par Broadcasting, soon to be owner of KOOL AM and FM (960 and 94.5), is spinning off the oldies-formatted combo before it gets the keys to the front door. At the same time the FCC approves Par's ownership, the commission is expected to approve the resale of KOOL to Colfax Communications, which operates stations in Minneapolis and Washington.

Price tag for that deal? $35 million. So, Par should pocket a few million without ever operating the stations. No format changes are expected with either of these sales. "Buy or be bought" is the broadcasting battle cry these days. Lots of to wed? The answer was the same from all: "We love Dave!" During the ceremony, Pratt asked the brides, "Do you take him and half of all he's worth?" Surrounded by gold records and an antique Cadillac above the bar, couples wore everything from Hawaiian shirts to traditional attire.

One couple had matching karate outfits. Some won honeymoon trips from Big Red Radio. From the readers Lots of calls from you about big-band-to-be KCCF (1100). It's still not on the air. At least one local station has tried to buy it before it even signs on.

But owner Ray Cox says he's dedicated to getting by the last hurdles in the way of a start up. No date yet for firing up the transmitter. I like what Pratt did, and I like what Cox is doing. He knows that if he sells the frequency there will be no big-band station in Phoenix. It will be another number on a corporate count.

Let's do for Phoenix radio what Jerry Colangelo has done for Phoenix sports. Maybe a few people do make a great deal of money, but they're local people and all local people profit.
