18 Ths Arloni Republic Sunday, March 1, Channel 10 sly like fox with news plans I iX-1'iies agents Mulder and Scully were assigned to predict the next change in local TV news, they would'vc been beaming their flashlights directly onto Dan Berkcry on Thursday. Berkery, general manager at Channel 10 (KSAZ). dropped a smalj clue at a luncheon forum of local TV executives. The event was sponsored by the local chapters of the National Academy of Telev ision Arts and Sciences and American Women in Radio & Television. "By and large, most stations put bland news on," said Berkery, who moved here last year from Boston. "There's no bite in any news in this market." In case you don't have a clue why this might be a clue, let me clue you in. Channel lO's news ratings have never recovered from the station's 1 994 affiliation change from old-skewing CBS to youth-market I ox. I he switch also sparked a huge expansion in Channel lO's news output. Yet, the station's prime-time ratings at least in the 7 to 9 p.m. network hole filled by Fox - are thriving. According to Berkery, only Channel 12 (KI'N.X, the powerhouse NBC affiliate) outdraws Channel 10 in the first two hours of prime. "Our challenge is. how do we do news as a Fox affiliate'.'" Berkery said. From the beginning of this market's network tlip-flop, interested observers have been predicting a "Foxification" of Channel lO's DAVE WALKER Staff TV Writer news, though nobody really can say w hat that means. Mohawk haircuts on anchors? A newscast segment anchored by a staff psychic? Guest editorials by Tori Spelling? Berkery recently hired news director Bill Berra. Although he's been here just one week, Berra, who comes here from St. Louis, has a read on the market. "You look at Arizona, and a lot of people just think of the laid-back lifestyle," said Berra, who worked in the Channel 12 (KPNX) newsroom a few years ago on a previous career stop. The method: publie-service-style commercials, which could begin airing as soon as Monday, urging viewers to call a toll-free number in support of the cause. The cause: the fate of the so-called "digital spectrum," new frequencies by which broadcasters may transmit their signals. Broadcasters want to use those frequencies for free and argue that an instant conversion to digital transmission sparked by a spectrum auction could force consumers to buy new TV sets or digital-converter boxes for their trusty old, but analog, sets. Hut key members of Congress including Sens. John McCain, R-Ariz., and Dob Dole, R-Kan., majority leader and presidential candidate favor auctioning the frequencies, just as frequencies used by cellular-telephone companies and pager systems have been auctioned. Estimates of the value of the spectrum at auction range to $70 billion. Accordingly, Dole has labeled any spectrum giveaway "corporate welfare." Last week, McCain editorialized against a spectrum giveaway in the Washington, DC, newspaper Roll Call. "Spectrum auctions are an attack on free television," said Art Hrooks, executive director of the Arizona Broadcasters Association. "We're afraid that the cost to make the transition to digital and pay for spectrum on top of that will make it so tough financially for stations that there may come a time when they may have to start charging for programming." As the Senate Budget Committee held a hearing on the issue Thursday, Valley station executives huddled to formulate an anti-auction campaign. "They're all doing something," Brooks said. "What it's going to be I don't know."
