Chance to be heard on export grants Austrade is calling for written submissions to assist the review of its Export Market Development Grants scheme. A report from the review will be released on 30 June and will recommend whether the program be extended and improved. The EMDG scheme is the Federal Government's principal financial assistance program for encouraging small and medium business to develop export markets. In 1998-99 around 3000 businesses received grants totalling $145 million and generated $4.7 billion in exports for Australia. "They virtually go by the book in Melbourne and you really have to be up to scratch," he says. Like most things political, nothing will get changed without a sufficient level of public opinion. Between now and 1 July, all small business owners should contact their federal Member of Parliament and ask for the changes to be made. Hopefully this will restore some sanity to what is supposed to be a simplified new tax system. tax deducted from investment income where a tax file number has not been quoted. The second part is the PAYG instalment system (PAYGIS).

This will replace the existing company tax instalments and the provisional tax. A problem has been created due to the different levels set for paying the two types of PAYG instalments. Employers with PAYE employee deductions of between $25,000 and $300,000 will pay their PAYGWS monthly. Taxpayers that pay less than $300,000 in tax will pay their PAYGIS quarterly. The result of these different levels will be that most small businesses, with as few as five employees, must lodge BAS returns every month.

In a quarter, two returns will have monthly amounts for PAYE employee deductions. In addition, one BAS return will have monthly figures for PAYE deductions and quarterly figures for GST and income tax instalments. To add to the confusion, there is also a conflict between GST and the Government to introduce most of the tax reforms put forward in the Ralph report. 'One of those reforms is the introduction from 1 July 2001 of the cash method of accounting for businesses with annual income of less than $1 million. It is a shame that the Government in recent weeks has developed a siege mentality with regard to the GST.

It does not seem to matter how big a problem is with the new tax system, the Government refuses to change things. The amount of changes needed to make the BAS and PAYG systems more efficient and less confusing for small business are relatively small. First, the level of PAYE employee deductions needs to be raised so that small business can align all their business tax reporting. If the level were raised from $25,000 to $75,000 most small businesses would be covered. An annual amount of PAYE group income tax legislation.

The GST legislation allows any business that earns less than $1 million of income a year to use the cash method of accounting. Income tax legislation, plus tax office rulings and past court cases, have established that most businesses must use the accrual method of accounting for recording Income and expenses. This conflict will force businesses, at least for 12 months, to keep two sets of accounting records, One set will use the cash method of accounting to report GST income and costs, while another will have to be kept using the accrual method to report income and costs for PAYG tax instalments. Under the cash method, you only account for amounts actually paid or received. Under the accrual method, you account for income earned but not collected and expenses that you have a liability for but have not paid.

The reason that the double set of books needs to be maintained for only 12 months is the intention of The Government has stated that it Jf-Vying to make the new tax system as simple as possible for small-business owners. On first inspection initiatives such as the Pay As You Go (PAYG) system, and streamlined business tax reporting through the new Business Activity Statement (BAS), are making things easier. But the GST, PAYG and BAS have so many conflicting requirements that the new system is being marie harder than it needs to be. The BAS has been put forward as a major simplification of taxation reporting obligations. The reporting, of the GST and up to four different taxes will be combined on one form.

The complication arises because most business will be required to account and report on same taxes monthly while others be reported quarterly. In addition, some taxes will be reported using the cash method of accounting while others will be reported using the accrual method. A system promoted as being a simple quarterly reporting system for all business taxes, that combine all these variables, is far from simple. The first complication arises within the PAYG system. In the booklet that explains this new system, one heading states "Most PAYG taxpayers will pay quarterly." That statement is only partly correct.

The problem is, the PAYG system is made up of two parts. The first part is the PAYG withholding system (PAYGWS).
