25, 1977, at Hines Hospital, Hines. He, was born June 2, 1920, in Jacksonville. He was a World War II Marine Corp. veteran. He was also a steward of the Loyal Order of Moose, Sycamore and employed by Brumley Funeral Livery.

He is survived by two sons, Robert F. of Bolingbrook; Kerry L. of Springfield, one daughter, Donna Jean of Goshen, two brothers, Norman L. of Forsythe, Gilbert W. of Anchorage, Alaska; three sisters, Elsie Austin of Frezno, Velma Seyk of High Point, N.C.; Wilma Ryan of St.

Charles, and four grandsons. Funeral services will be at 1 p.m. Thursday at the Van Natta Funeral Home, Sycamore. The Rev. C.

The association was created in 1976, when a special tax was levied for special recreation programs for those mentally and physically handicapped. The special education recreation cooperative is comprised of principal organizations: the park district, the DeKalb County Special Education Association (DCSEA), and -DeKalb district No. 428 schools. Dan Hurd, DCSEA director, Richard Hennegan, DeKalb school superintendent and Bob Ditamore, director of parks and recreation, serve as the board members. (Chronicle photo by Mare Glassman) House approves porno legislation WASHINGTON (UPI) Legislation designed to curb child pornography while avoiding any constitutional pitfalls was approved Tuesday by the House.

It was the second time the House had voted to make use of children under 16 in pornographic movies a federal offense. Supporters of the latest measure vat noid. it, unlike an bill, would "pass constitutional muster." The bill now goes to the Senate which earlier approved a bill that included distributors with producers, an inclusion some House members said would make the entire bill unconstitutional. Both the House and Senate measures would put transportation of boys across state lines for prostitution under the Mann Act which now covers only girls. The House bill, however, is limited to producers and not include distributors of films, books or other materials depicting "acts of sexually explicity conduct." The House bill would provide penalties of a Two cars collide There were no injuries Tuesday morning in a twocar, accident which resulted in total damage estimated at $2,000.

DeKalb police said the accident occurred about 7:40 a.m. at the Clark and Fourteenth streets intersection. Driver of one car, Roger Votaw, 25, of 912 Vienna DeKalb, was ticketed for failure to yield at a stop intersection. Driver of the other car was Donald Lampkins, 19, of 1401 Oakwood DeKalb. Police said Lampkins was southbound on Fourteenth Street and Votaw was westbound on Clark Street when he reportedly failed to yield causing the collision.

Lampkins car struck Votaw's on the passenger's side. Damage to each car was estimated at $1,000.
