B.T. Nixon takes the helm ih Budget shake-11 By JOHN SEVIOR MELBOURNE: Budget Corporation, the listed arm of Mr Bob Ansett's Budget car rental empire, yesterday announced details of a board shake-up and a capital injection. Three new independent directors have been appointed to the board, and Mr Peter Nixon, the former National Party MP and Fraser government minister, will become chairman following the resignation yesterday of Mr Stan Hamley. The new appointees are a former senior executive of Ford Australia, Mr Max Grandsen, Mr George Beaumont, QC, and the chairman of Queensland car dealership AP Group, Mr Alan Piper. AP Group, which declared an interest in buying Budget earlier this iear, injected more than $900,000 of "fresh equity into Budget Corp by I taking up a placement of 2.1 million i new shares, or about 1 0 per cent of its capital, at 45c a share.

I Budget Corp shares were suspended early last month when the two main operating companies in the Budget group Budget Rent A Car i Systems and Budget Transport Industries were placed in provi- sional liquidation with a deficiency of more than $40 million. Budget Corp shares last traded at 45c. Mr Piper, who also will act as a consultant to Budget Corp, said he believed the company was a viable rent-a-car but his company was anxious to secure Budget Corp's pre-emptive rights over certain assets held in BRACS. Sources said it was more likely that the various Budget entities would i ultimately come together before being acquired by another party, They said Australia's four largest car (manufacturers Ford, General Motors, Nissan and Toyota which -were to be part of last month's rescue deal, certainly would be part of the decision-making and ownership process. Mr Nixon yesterday said the purpose of the board reshuffle and Mr Hamley quit as Budget chairman yesterday.

In particular, they are seeking an explanation, of alleged hidden tax subsidies and a contradiction in government policy on the valuation of State-owned assets. The European Commission this week will consider whether to demand repayment of a secret 38 million pound sweetener given to BAe. EC officials will have to decide if the combination of the 22 million pounds interest rate subsidy and a 16 million pounds payment for other costs incurred by BAe amount to an illegal subsidy, in the form of unfair state aid for Rover, or whether it could be seen as a bribe.
